Description
SOURCES SOUGHT. This is a Request for Information (RFI) from interested sources. Response to this RFI is voluntary and at the contractor's expense. The Government is seeking qualified sources with specific, recent experience and past performance with establishing a Marine Corps Network Efficiency Lab (MCNEL) at MCB Camp Pendleton, CA. NAICS 541512 and size standard $25M applies. The work includes, but is not limited to establishing a Marine Corps Network Efficiency Lab. The lab's focus is a three-pronged attack on mission-sets. Phase I includes but is not limited to the accumulation of real-time tactical traffic analysis data for the purpose of building traffic profiles which will ultimately result in the development of tactical models. Such profiles could then be used as input to test events fleet-wide for more realistic test scenario generation. Phase II includes but is not limited to a technical review of current and future Wide Area Network (WAN) acceleration devices, specifically focused on which device provides the most overarching benefit to tactical networking. Phase III includes but is not limited to the evaluation of current and emerging network protocols, as competitors for an efficiency improvement over the standard Transmission Control Protocol/Internet Protocol (TCP/IP) model. Industry responses to this RFI may determine the Government's acquisition strategy. Responses shall explain in detail: (1) the contractor's specific and unique experience with experience in managing projects as described above; (2) a reference list of related contracts within the past three (3) years, to include contract number, dollar value, a brief description of services, and points of contact with phone number; (3) information related to the contractor's business size and socioeconomic status; (4) the GSA Federal Supply Schedule contract number if the contractor has a GSA contract citing the applicable labor mixes that are authorized under the referenced GSA contract or other available Government contact vehicle; (5) a statement as to the capability of providing employees with the required NATO SECRET security clearances. This synopsis is for information and planning purposes only, and it does not constitute a solicitation and should not be construed as a commitment of any kind by the Government to issue a solicitation or award a contract.
