QUESTION AND ANSWERS FOR THE ELECTRONIC SECURITY SYSTEM 1. One of the leaders said they would send out a digital picture of the IT Room on the 2nd floor of the training facility and while they have a digital camera and are onsite, I'd like to see if they can also take care of a couple of other requests. I'd like to also request a picture of one of the doors to be outfitted with card readers both from the outside and the inside displaying the lock hardware themselves, and also to get the model No. off one of the panic bars. ANS: How many doors get card readers and door contacts at the training building and are they double or single doors? 12 Card Readers and for Door contacts refer to Para. 3.1.3 Electrified Locks only on the leaf closest to the reader. 8 double door and 4 single door two large classrooms with 4 sets of double doors and two small classrooms with two sets of single doors, all doors will have contacts. All doors not having access control will have dual monitoring switches. 2. The other request is I'm wondering if it would be possible to get a general site plan/drawing showing the approximate dimensions of each building and the distances/orientation between the 3 primary buildings: Training Center, Security Command and Transportation Buildings? ANS: This will be provided once the contract is awarded 3. could they also just take a picture of the Transportation and Training buildings from an exterior view? ANS: Pictures will be provided once the contract is awarded. 4. For purposes of connection to the motor pool building, will you consider the use of directional boring and installation of underground conduits? ANS: Its a wireless system. No, Per Para. 5.13 in the Statement of Work 5. Is all the wiring from the closet out to the devices required to be in conduit for cameras and access control? ANS: Below Ceiling Grid use EMT. If exterior use Armeored Sealtite 6. Can you give me a description of the building numbers? I know we have the Garage, Class Room, and Security. The SOW mentions T3357, 3162, 5463, and 2462. I was aware of only 3 buildings. ANS: T-3357 Classroom, T-3162 RTF/SD Security Bldg, T-2462 1st Bn HQ, T-5463 Motor Pool Bay 7. Is there a specific contract vehicle that you intend to use to procure the ESS? ANS: Open contract small business. 8. Are Drawing/prints available showing room numbers, electrical and communication rooms, as well as distances and dimensions if possible for each bldg that will be getting ESS installed. ANS: Same as question 2 9. Can you provide Drawings/Prints that show an overview of all 4 bldgs? ANS: The plan provided during the site visit has been posted as additional documents. Once the contract is awarded, detail one will be provided to the contractor. 10. Is the access control server reporting back to the front end or is it stand alone? ANS: Stand alone, but may be tied in to USAJFKSWCS HQ at a later date. 11. Are the ICIDS RADCs reporting back to T3162 only or are they also reporting to the front end at the PMO? ANS: N/A 12. Are the ICIDS RADC's ICIDS I or III? ANS: N/A 13. Bldg T3357: Do they want Magnetic locks or Electric Door Strikes? ANS: Referrence 3.14 electrified rim devices 14. Does the CCTV wiring need to be in conduit? ANS: Below ceiling Grid use EMT. If exterior, the then use armored sealtite 15. The exterior double doors that currently have cipher locks, do both leafs get electrified rim devices? ANS: Right Leaf will have electrified rim and cipher lock removed. Left leaf manual lock, cipher lock removed out. All holes from existing hardware will be covered over. 16. Will there be pictures posted that show the interior of room A223? ANS: Yes it is posted as an additional document. 17. Is there single mode fiber or copper connecting this bldg back to the ICIDS front end at the PMO? ANS: N/A 18. Is there single mode fiber or copper connecting this bldg back to Bldg T3162? ANS: N/A 19. Bldg T3162: Where will the monitors be installed in this bldg, which wall? ANS: Read 3.2.1 on Statement of Work, that is why we are asking for a KVM extender. 20. Bldg T5463: Do they want the cctv camera that will face the vehicle gate to be raised up to ensure a good view of the gate? ANS: Possible pole mounted to side of building to get a better picture of the entrance gate. 21. Do the roll up doors need two contacts, one on each side? ANS: Yes 22. Is there single mode fiber or copper connecting this bldg back to Bldg T3162? ANS: There is no fiber between the buildings 23. For the ESS in building T-5463 is the base looking to have these door sensors on the access control for monitoring or do they need to connect to a UL Burglar Alarm control set located in T-5463 and reporting to a Base Wide Security Monitoring Center. If connecting to a base wide system then we need to know what system it is and who will provide programming to that system. If the access control is to monitor these sensors, most access control systems are not designed to arm and disarm like a burglar alarm system. Is there more information that can be shared for the requirements of the ESS in building T-5463? There seems to be a hole in the specifications for the ESS and needs to be explained in more detail. ANS: 3.4.3 on the Statement of Work (wall mount enclosure with input expander to access control system). 24. The specification for Access Control hardware and software seems to be pointing to a certain system type or manufacture; can you provide the name of that system? ANS: Maker: Dorma Door Control, Model: Security 95 Panic Hardware 795R. 25. Is room 223 has air condition and heat? Yes its heated and air-conditioned. 26. Is there a 30 amp circuit that the mobile rack can used? ANS: 6.3.1 on Statement of Work 26. On page 1 paragraph 3.1.7 you indicated that system needs a UPS with 30 minutes of up time but on page 12 in paragraph 7.11.2.1 and 7.11.2.3 you want the system to continue to operate for 6 hours in case of a power failure. So does the UPS have to support a 6 hour up time window or 30 minutes? ANS: 30 minutes 27. In paragraph 3.1.5 you indicated you wanted 9 exterior mounted cameras on building T-3357 but on the drawing you indicated 8 exterior and one interior. Do we follow the drawings versus the specification? ANS: The one interior camera is in the electrical room, and we want it to match the other 8. 28. The corner camera height on building T5463 needs to be extended to meet the viewing specification. Do you want the installers to mount a pole on building to achieve the specification? ANS: See question 20 29. All switches are PoE switches which provides power to the cameras. In the specification you require a UPS to support them for 30 minutes. Again to meet the 6 hour up time do we provide UPS that supports the 30 minutes or 6 hours? ANS: 30 minutes 30. During the site review, there were indications that the servers would be moved from room 223 to another location. Do you want the vender to provide an additional switch for room 223 so when the servers are moved the cameras continue to function on the additional switch? ANS: The VMS server remains in #223, the only equipment moving is from Bldg. T3162 to another location. PLEASE SEE CHANGE AND THEN ADDITIONAL DOCEMENTS FOR MORE DETAILS AND LAYOUT PLAN.
