Description
EVENT ORGANIZER FOR VOA AFFILIATES CONFERENCES This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number M/CON/GCB-10-CS-080910 is being issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43 Correction. This requirement is unrestricted under NAICS Code 561599, Size Standard $7,000,000. Interested parties must quote on all line items. Partial proposals will not be accepted. Only (one) 1 award will be made as a result of this combined synopsis/solicitation. The Government will award a firm-fixed price contract resulting from this RFP to the responsible contractor whose conforming to the RFP will be most advantageous to the Government, based on price, past performance and other factors in the solicitation. An award may be made without discussions. When combined, technical evaluation factors are more imporatant than cost or price. Requirement: The U.S. Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB), Voice of America (VOA) Indonesian Service seeks an Event Organizer in Indonesia to arrange two conferences in Indonesia in October 2010 and all conference -related travel. One event will be held in Surabaya and the other in Bandung. The target dates for the events are October 24-26, and October 31- November 2, 2010. There will be approximately 160 radio and TV VOA affiliates and presenters represented at the conferences, approximately 85 in Bandung and 75 in Surabaya. The tentative theme of the conferences' "Digital Convergence 101: The Challenge of New Media". The conference objectives are: 1) To survey and explore the opportunities and challenges of new media including web, mobile, social networking, etc. 2) To encourage affiliates to establish websites 3) To have affiliates link to VOA for news, etc. (web affiliates) 4) To promote VOA programming developments 5) To gain feedback from affiliates 6) To develop esprit de corps among affiliates Attached are a draft outline of the conference and a tentative list of the participants. REQUIREMENT: Prospective Contractor: Must be able to speak fluent Indonesian. Location: Only event planners located in Indonesia will be considered Contract Line Item 1 (CLIN 1): Event Organizer in Indonesia Requirements: Identify and negotiate the best value conference venues that meet the technical requirements in two cities, (1) Bandung for 85 participants and (2) Surabaya for 75 participants. Below are minimum technical requirements for the venue: 3-5 star hotels. The Government will only pay for actual rooms used. The planner should provide a cutoff date by which the reservations must be made to avoid paying for rooms not reserved for the conference dates. The Government is not responsible for long-distance phone calls, movie rental, internet fees and room service charges. Meeting rooms and facilities with mirophones, overhead projector, video monitors or screens for viewing from overhead projector, sufficient to hold approximately 100 participants, in accordance with the attached draft confernce outline. High speed Internet and Wi-fi adequate to support approximately 100 users at one time Conference package and accomodates sufficient for all participants. At a minimum, conference package shall include private rooms with adequate toilet facilities, meals, and coffee breaks as shown in the conference outline. Participants Lodging, Meals and Incidentals expenses must not exceed the Department of State (DOS) Foreign per diem rates for Bandung and Surabaya, Indonesia. The rates can be found at website address http://aoprals.state.gov/web920/per_diem.asp Handle the payments for the meeting facilities and hotel accomodations. Book and handle payments to conference speakers. (Speaker fees must be approved by VOA in advance) Handle per diem payments for participants and speakers. (Amounts to be approved by VOA in advance.) Arrange all air travel for all participants and speakers to and from the conference venues. Travel arrangement can only be made for those individual preapproved by VOA. Air transportation arrangement for participants shall be coach class in accordance with the Federal Travel Regulation; however, if the traveler chooses to travel business or first-class he or she must pay the difference in airfare directly to the Event Organizer. Travel arrangements must be made and finalized within 48 hours prior to travel date unless traveler changes arrangements or due to unforeseeable circumstances occurs. Participants must receive written notification of trvel arragements within 48 hours of travel dates unless travel arragements are made within 24-48 hours of travel date. Handle ground transportation reimbursement for participants and speakers. Provide conference banners, signage at the venue. VOA to approve designs in advance. Provide staff support at the conference (for registration, handling participant logistical issues, responding to speaker needs, etc.) Provide a conference secretariat for photocopying, name tages, and other conference support facilities. This contract incorporates one or more claues by reference, with the same force and effect as if they were given in full text. The Government will awad a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical Capabilities A. Availability of preferred date(s)/timeframe; B. Location; C. Ability to provide travel arrangements and perform event organizing for approximately 160 affilaites; D. Accommodations, to include lodging rooms and meeting room space for attendees; E. A/V capabilities; F. Previous experience and 3 references that can be contacted to verify past performance; and G. Price/Availability of per diem rates or lower discount. The evaluation factors are listed in descenting order of important. Written proposals must be signed by an official who is authorized to bind the company. Also, written proposals must be provided in English and in United States dollars and Indonesian Rupiah currency (use 8900 for exchange rate computation) in both hardcopy and digital format.
