- The Eastern Region Acquisition Division (ERAD), NOAA Great Lakes Environmental Research Laboratory, Ann Arbor, MI (GLERL) has a requirement to purchase 5 each 600 OMS Optical Monitoring System, and 5 each 6136 Turbidity Probe (Nephlometric) from YSI Integrated Systems & Services. The five water quality measurement systems with turbidity probes are used by the NOAA/GLERL to carry out environmental research on the Great Lakes ecosystem including the measurement of water quality parameters. The Government has used YSI probes for at least 15 years and has a staff that is knowledgeable and proficient with the calibration, installation, and data processing these probes. The Government owns at least 12 similar YSI systems. The Government has conducted market research and found no other substitute part numbers or manufacturers identified through the search that would meet their requirements. The use of any other vendor or manufacturer would necessitate extensive testing and evaluations that would cause the Government to incur delays and costs that could not be recovered through competition. YSI is the only known manufacturer to the best of our knowledge that can provide a system with the following required salient characteristics: 600 OMS Optical Monitoring System (Part #600-04) Model BCR-C-T-OP-BAT-S includes: - BCR = Stainless Steel Bulkhead Connector - C = 4 contact nickel conductivity probe - T = Temperature sensor - OP = Optical Port - BAT - Internal battery power - S = Shallow Depth 6136 Turbidity Probe (Nephlometric) 0-1000 NTU +/-2% or 0.3 NTU Resolution: 0.1 NTU Operating depth: 0 - 200 feet To be considered interested parties must be able to demonstrate their ability to provide a similar system. Firms must furnish detailed specifications and descriptions to demonstrate their capability to provide the instrument and satisfy the Government's needs. Capability information shall include, at a minimum, name, telephone number and address of concerns for which you have previously furnished this supply, and detailed narrative that describes you ability to provide this supply as specified and descriptive literature. Interested parties must respond within 5 calendar days after publication of this notice. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 12, Commercial Items. The Government intends to solicit and negotiate with only one known source. This is not a request for proposals and there is no solicitation available at this time. However, all responses received within 5 calendar days after date of publication of this notice will be considered by the Government. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to YSI, whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code for this requirement is 334519.
