Description
ACQUISITION The U.S. Army Space and Missile Defense Command/Army Forces Strategic Command, Contracting and Acquisition Management Office (USASMDC/ARSTRAT CAMO) is seeking qualified contractors to design, develop, test, certify, produce, field, and sustain five Joint Tactical Ground Station (JTAGS) P3I Units and associated support equipment. The JTAGS P3I units shall provide direct down link connectivity to, and process data from, existing Defense Support Program (DSP) satellites and future Space Based Infrared System (SBIRS) Geosynchronous (GEO) satellites. The JTAGS P3I units shall provide theater missile warning, cueing, and alerting to meet JTAGS operational requirements. The JTAGS P3I units shall interface with the SBIRS Highly Elliptical Orbit (HEO) satellites via a HEO Manual/Auto Track Transfer (MATT) server,Tactical Dissemination and Reporting (TACDAR) systems, and other OPIR data feeds. JTAGS P3I hardware shall be relocatable and integrated into theater operation centers. The anticipated JTAGS P3I contract will be a five-year CPFF; one-year base and four one-year options with the following deliverables: a. Provide and field five dismounted JTAGS P3I Units and associated support equipment with GEO scanner capability by FY 2013-14. b. Upgrade these units to fully process GEO starer data in 2014-2015. c. Provide full sustainment of the JTAGS P3I units from FY14-FY16. Anticipated award is 4QFY11. NOTICE OF INDUSTRY DAY This Federal Acquisition Regulation (FAR) 5.205(c) Special Notice is issued under FAR 15.201 - Exchanges with Industry Before Receipt of Proposals. An Unclassified Pre-Solicitation Industry Conference is scheduled for 31 August-1 September 2010 in Huntsville, AL. Location: BAE Systems*, 310 Voyager Way, Huntsville, AL 35806. Directions and the Visitor Access Request (VAR) will be posted on http://www.smdc.army.mil/2008/JTAGS.asp. The objective of this Industry Day is to improve mutual understanding of Government requirements and industry capabilities. The Governments draft acquisition approach, to include acquisition strategy, contract type, terms and conditions, acquisition schedules, performance requirements, work statements, data and technical requirements, proposal instructions, evaluation criteria, and reference documentation are open for questions, comments, suggestions, and other relevant feedback. The JTAGS P3I requirements will be stated in the Statement of Objectives (SOO) provided with the formal Request for Proposals (RFP). DRAFT versions of the SOO, Sections B, H, L and M, the Contract Data Requirements List (CDRLs), and the JTAGS P3Is Industry Day slide presentation will be posted on the USASMDC/ARSTRAT CAMO website: http://www.smdc.army.mil/2008/JTAGS.asp, contemporaneously with this announcement. Interested prime contractors are encouraged to submit written questions, comments, and suggestions regarding JTAGS P3I and its DRAFT documents regardless of attendance to the 31 August-1 September 2010 Industry Day. In particular, the Government requests industry feedback regarding the constraints noted in the DRAFT SOO and their impact on JTAGS P3I proposals. Contractors should routinely check the USASMDC/ARSTRAT CAMO website as other notices may not be posted to FEDBIZOpps. Comments/questions are accepted at anytime prior to and during Industry Day. Please submit them in writing to Christy Tarantini, christy.tarantini@smdc.army.mil. All questions and answers will be posted on http://www.smdc.army.mil/2008/JTAGS.asp, after the conference. INDUSTRY DAY AGENDA The scheduled Industry Day agenda is as follows: Check-in begins at 8:30 a.m. on Tuesday, 31 August 2010. A JTAGS P3I presentation follows from 9:00 a.m. to 12:00 p.m. One-on-one sessions will be held with prospective prime contractors beginning at 1:00 p.m. until 5:00 p.m. on Tuesday, 31 August 2010, and from 8:00 a.m. to 5:00 p.m. on Wednesday, 1 September 2010. One-on-one sessions are estimated to last 45 minutes. One-on-one session slots will be assigned at the time of registration and are reserved solely for prospective prime contractors. Early registration is encouraged. REGISTRATION In order to promote an informative and successful conference, attendance is by registration only on a first-come first-served basis. Attendance is limited to no more than three (3) representatives per company and a maximum of 36 attendees total. If attendance is oversubscribed, prospective prime contractors have priority over prospective subcontractors and suppliers. To register, provide the following: (1)attendees name, title and position (2)email address (3)company (4)each attendees best phone number, mobile or landline (5)Anticipated role in the acquisition (prospective prime contractor, subcontractor or supplier) to Christy Tarantini, christy.tarantini@smdc.army.mil, not later than 23August 2010. ADDITIONAL INFORMATION The Government is not liable for any expenses incurred in attending this conference. The anticipated North American Industry Classification System (NAICS) code and size standard for this is 541712/500 employees. This conference and resulting acquisition are not open to participation by foreign firms at either the prime contractor or subcontract/supplierlevel. The issued solicitation will contain an appropriate organizational conflict of interest (OCI) provision, which may limit the ability of a contractor to submit an offer. The resultant contract will contain an OCI clause that could limit awardee(s) from participating in any other JTAGS contracts. * BAE is JTAGS current Systems Engineering and Technical Assistance (SETA) contractor. BAE Systems is not involved in any part of this JTAGS P3I acquisition. BAE Systems is only allowing the use of their conference facilities, which are the most advantageous logistics-wise for this Industry Day. No BAE Systems personnel will participate in this Industry Day except for auxiliary facilities matters. All contractors shall submit any questions/concerns they might have regarding the use of BAE Systems facilities or request any special accommodations needed. The JTAGS program office will do its best to accommodate reasonable requests or to address any specific concerns. CAVEATS This notice is for informational purposes.
