FDA1078142 This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR 12.6. This announcement constitutes the only solicitation and a written solicitation will not be issued. This synopsis, NAICS code 541611, identified as FDA1078142, is to notify contractors that the government intends to issue a Purchase Order in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. Prospective offerors are responsible for downloading the solicitation and any amendments. It is the offeror's responsibility to monitor the FedBizOpps website for the release of any amendments to this solicitation. Hard copies will only be provided to individuals eligible under the Americans with Disabilities Act and Rehabilitation Act upon request. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. This requirement is being solicited as a service disabeled veteran owned set-aside. The Office of New Animal Drug Evaluation (ONADE) is tasked with approving quality, safe and effective new animal drug products through a science-based approach in a regulatory government environment. ONADE communicates with its stakeholders ad understand the forces that affect them. ONADE's actions protect human and animal health and promote a safe and abundant food supply. In support of this mission, ONADE is in the process of developing a Strategic Plan with the following goals: 1).Develop unified Center approach to achieve integrated work processes 2).Enhance Communication and Transparency 3) Sustain our high-performing workforce and workplace 4) Proactively facilitate innovation to meet public health needs ONADE is in need of an expert in organizational development, leadership coaching and conflict resolution, with an intricate, institutional and working knowledge of a science-based, regulatory government organization to help meet these goals. Statement of Work ONADE/CVM, in an effort to best facilitate the creation and implementation of its Strategic Plan, will procure a leadership coaching and organizational management expert with institutional and working knowledge of a science-based regulatory government organization to consult and assist with the creation and development of a tactical plan to accomplish the goals of said Strategic Plan. Specifically, the expert will meet with each of the seven ONADE Divisions to assess current structure, workload, work processes and functionality, provide evaluation of same to ONADE Office Director and ONADE Leadership Team; Preparation of final evaluations and work plans for each Division for discussion amongst ONADE Leadership Team members for subsequent implementation; Facilitate the development of a process for each Division for annual review of their tactical plans to accomplish the goals of the ONADE Strategic Plan Note: Per Division: 1 Division Director, 3 Team Leaders and approximately 28 people. Deliverables: Evaluation reports, work plan. (30 days from award) Technical Capabilities shall include: • Masters Degree in Education Technology with an emphasis on Workplace Performance •Accreditation in Leadership Coaching and Organizational Development •Working knowledge of the OPM 360 Executive Core Competency Survey •Working knowledge of a science-based, regulatory government organization methodologies of establishing a Mission and Strategic Plan •Ten or more years of experience in Organizational Development, Leadership Coaching, and Conflict Resolution. The Proposals will be evaluated on the following Technical Factors: A. Understanding of the scope of work: To undertake successful completion of this project, the subject matter expert shall require institutional and working knowledge of a science-based regulatory government organization, organizational functionality, structure and work culture. B. Subject matter expert shall have the unique combination of knowledge and experience in these areas. C. Subject matter expert shall have worked in the area of Organizational Development, Leadership Coaching, and Conflict Resolution. D. Subject matter expert shall possess extensive experience in the areas of food safety regulations and the regulatory limits for contaminants in foods and feeds, and is equally capable to execute the every element of this technical and important project. E. Subject matter expert shall have the ability to achieve the project characteristics, management procedures, and technical project elements. F. Subject matter expert shall show more than 10 years of experience in the field of Organizational Development, Leadership Coaching, and Conflict Resolution. G. Subject matter expert also shall have the necessary experience in project management, computer skills, and report preparation to accomplish work. No phone calls will be accepted or returned. 3. Quotations shall be submitted electronically to maryrose.nicol@fda.hhs.gov August 23, 2010 at 5:00 PM Eastern Time. No late quotations will be accepted. The Offeror assumes full responsibility for ensuring that offers are received at the place as delineated herein. 4. Quotations must contain documentation that addresses all technical factors stated within the Statement of Work. 5. Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. You may register by going to www.ccr.gov. You will need your DUN and Bradstreet number and banking information. 6. The anticipated award date is 9/1/2010. 7.
