- RFQ, Specifications, FAR Clauses The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service, Northeast Fisheries Science Center (NEFSC) intends to award for the following fyke nets and fyke net leaders. NEFSC, Orono, ME requires fyke nets and fyke net leaders as part of an estuarine sampling effort underway in the Penobscot estuary. We are establishing a long-term fisheries independent survey to provide baseline information and monitor changes in the estuarine fish community and ecosystem. To that end, we will be evaluating the feasibility of various fishing methods and gears in order to document the distribution and relative abundance of aquatic species in estuaries and nearshore environments of the Penobscot watershed. NOAA requires four (4) fyke nets to conduct the surveys: two small fykes and two larger fykes. The fykes will each be constructed of 5 square tube frames covered with mesh net, and each net will have two throats. 1.Two 6' x 6' fykes with a series of hoops of 6', 5', 4', 3' and 2' tapering toward the live car. Each of the two throats will end with a 1' hoop. a.Two 6' x 6' x 10' floating mesh boxes with tunnels, b.Six 6' x 30' leads with weighted footropes and floats on the headrope. c.All netting shall be constructed of 9 x 3/4" black treated mesh. 2.Two 3' x 3' fykes with a series of hoops of 3', 2.5', 2', 1.5' and 1' tapering toward the live car. Each of the two throats will end with a 6" hoop. a.Two 3' x 3' x 6' floating live cars with tunnels, b.Six 3' x 30' leads with weighted footropes and floats on the headrope. c.All netting shall be constructed of 1/4" black treated Heavy Delta mesh. 3.Shipping to Orono, Maine - Zip code 04473 Potential contractors shall provide quotes no later than August 24, 2010. Form SF18-Request for Quote is attached to this package. This is a small business set-aside. The NAICS code for this requirement is 423910 and the FSC is 2060. This requirement is being procured under the guidelines of FAR Part 12, Commercial Items Procedures. Quotes may be emailed to Donna.Sanchez@noaa.gov or faxed to 732-872-3002. All contractors must be registered with the Central Contractor Registry (CCR) in order to receive an award by the Government. For additional information and to register in CCR please access http://www.ccr.gov/. Awards will not be made to any contractor that is not registered in CCR. FAR Clause 52.212-4 and 52.212-5 apply this requirement and are attached.
