Description
This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. The National Institutes of Health (NIH), National Library of Medicine (NLM) is conducting a market survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses and/or HUBZone small businesses capable of serving the needs identified below. BACKAGE The National Library of Medicine (NLM), one of the three national libraries in the United States, is the world's largest research library in a single scientific and professional field. NLM's primary mission, as mandated by the Congress, is service to the health professions. To support this mission, the Library comprehensively collects materials in biomedical subjects. The NLM holdings include more than 5 million items in over 70 languages from virtually every country in the world. NLM has been working to improve its products and services in the area of health services research information and public health. In response to recommendations made by the Institute of Medicine in 1991, NLM has been developing and expanding automated access to a range of information important to producers and users of health services research. NLM would like to obtain the services of outside subject expert with experience and current involvement in the fields of public health research and health services research to support identification, evaluation and selection of state and local level data tools for inclusion in its HSRR (Health Services/Sciences Research Resources) Web-based database and specific extensive experience in the construction of well-crafted focused PubMed searches in these fields. PURPOSE AND OBJECTIVES Independently, and not as an agent of the Government, the Contractor shall furnish all necessary labor, travel, and services needed to complete this project as follows: 1) identify, evaluate and select state and local level data tools, including datasets, instruments/indices and analytical software, for appropriateness for the HSRR; 2) add individual in-depth records with finely-crafted focused preformatted subject PubMed searches retreiving articles using and/or describing the specific tool; 3) apply keywords and topic subset (recommend new topic subsets when applicable) codes to records; and 4) construct well-crafted focused PubMed searches for each tool in HSRR and in public health research for a NLM HealthyPeople 2020 project 5) submit quarterly reports listing accomplishments, problems encountered and solutions proposed and after discussions with the Project Officer implemented, and a final report with highlights of accomplishments and problems and solutions and recommendations for database and record enhancements. The proposed acquisition will be procured under FAR Part 12 in accordance with the policies and procedures under FAR Part 13- Simplified Acquisition Procedures. The period of performance will be for a 12-month Base Period with two additional 12-month Option Periods. All responsible sources may submit a capability statement which will be considered by the National Library of Medicine. This Sources Sought notice is not a Request for Quotes (RFQ), nor is an RFQ available. Interested firms responding to this sources sought notice must adhere to the following: (a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 10 pages. (b) The capability statement must identify the responder's small business type and size. (c) All capability statements must be submitted electronically no later than 1:00pm eastern standard time on August 20, 2010 to Suet Vu, vus@mail.nih.gov.
