Description
Quality Assurance Surveillance Plan - Liquid Argon RFQ Response Form Acquisition Requirements Document The Environmental Protection Agency, New England Regional Laboratory, has a requirement for the delivery of two tanks of liquid argon per week for a base period of twelve (12) months and two (2) twelve (12) month option periods. This requirement also includes demurrage charges for the tanks containing the liquid argon. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. In accordance with FAR 19.502-2(a), this requirement is being solicited on an unrestricted basis. The North American Industrial Classification Code that is applicable to this requirement is 325120, Industrial Gas Manufacturing. The Federal Supply Classification (FSC) is 6830, Gases: Compressed and Liquified (Includes Fuel Gases). The small business size standard for NAICS Code 325120 is 1,000 employees. Please see Attachment 1 for the Acquisition Requirements document. Please see Attachment 2 for the Government's Quality Assurance Surveillance Plan. Please see Attachment 3 for the Request for Quotation (RFQ) Response Form. Period of Performance - Date of Award through 12 months with two (2) 1-year Option Periods. All contractors who provide goods and services to the Government must be registered in the Central Contractor Registration (CCR) database. If your company is not listed in the CCR database, you must register your company at https://www.bpn.gov/ccr/default.aspx prior to submitting your quotation. Failure to comply with CCR registration may make the vendor ineligible for award. Offerors shall prepare their quote in accordance with FAR 52.212-1 Instructions to Offers - Commercial Items and the following additional instruction. Offerors shall provide the following to be considered: (1)Complete Attachment 3 for RFQ # E1A-029 and submit it to the Contracting Officer no later than 5:00 p.m. on Friday, August 20, 2010. (2)Documentation, such as purity information and composition of the gas, for evaluation. (3)Quality Control Plan for ensuring that the gases to be delivered meet the specifications described in the Acquisition Requirements document. (4)Confirmation that Offerors employees are ISO 1900 and/or ISO 9001 trained. (5)A completed copy of the FAR provision, FAR 52.212-3, Offeror Representations and Certifications for Commercial Items, or a copy of your online representations and certifications that have been certified to be accurate and complete no later than the due date for the RFQ. EVALUATION The Government will award a contract resulting from this solicitation to the responsive and responsible Offeror that offers the best value, price and technical factors considered. The government may contact Offer's to clarify information to better understand their quotes or to request information that appears to be inadvertently omitted. Evaluation of options will not obligate the Government to exercise the option(s). (End of Provision) 1552.217-77 Option To Extend the Term of the Contract Fixed Price (OCT 2000) The Government has the option to extend the term of this contract for 2 additional period(s). If more than 60 days remain in the contract period of performance, the Government, without prior written notification, may exercise this option by issuing a contract modification. To exercise this option within the last 30 days of the period of performance, the Government must provide to the Contractor written notification prior to that last 60 day period. This preliminary notification does not commit the Government to exercising the option. Use of an option will result in the following contract modifications: (a)The "Schedule" will be modified as follows to cover the Base and Options Periods: If Option Period One (1), CLINs 1001 to 1008, is exercised, the period of performance is extended by 12 months following the expiration of the base period. If Option Period Two (2), CLINs 2001 to 2008, is exercised, the period of performance is extended by 12 months following the expiration of Option Period 1.
