Description
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to negotiate on a Sole Source Basis with Belz Partners LP dba the Peabody Orlando Hotel for lodging fees for the International Association of Chief of Police (IACP) conference in Orlando, FL for the period October 23-27, 2010. IACP coordinates all market research and other aspects of this conference. Selection of hotels for IACP groups, conference registration fees, IACP membership fees, site selection of conference (convention center in a different host city each year), exhibitor service company, meeting space for IACP lottery groups, etc. are all pre-determined by IACP as they maintain sole authority over all aspects of their annual conference. In preparation for this conference, IACP conducted market research of the Florida area and identified a select number of hotels that met specific requirements for its participating lottery groups. Specifically, IACP looked for properties that offered ample meeting room space, ballrooms or like venue for receptions, large block of hotel rooms for the conference dates, close proximity to the Peabody Orlando Hotel, hospitality suites, and nearby points of interest for attendees (such as restaurants, public transportation, convenience stores, entertainment venues, etc.). This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. There is no solicitation available for this requirement. This requirement will be awarded through the Simplified Acquisition Procedures under FAR Part 13. The closing date for this requirement is August 17, 2010, 10:00am EST.
