Description
The National Institutes of Health (NIH), National Institute of Digestive, Diabetes & Kidney Diseases (NIDDK) intends to procure a turntable microwave source at 264 GHz Amplifier / Multiplier Chain (AMC). This mm-wave source at 264 GHz will be used to provide signal enhancement for solid-state NMR experiments, on samples such as proteins in frozen solution, or aggregated peptides and proteins such as amyloid fibrils. The mm-wave source will be used for signal enhancement of the NMR using DNP (dynamical nuclear polarization). This mmwave source will be used with the existing quasi-optical DNP setup on the 400 MHz NMR magnet located in building 5. The mm-wave source will provide additional microwave power and/or frequency modulation which will increase the nuclear spin polarization. The source must provide power at the electron spin frequency in the magnetic field, 264 GHz, and be tunable over a range of at least 1.4 GHz. 264 GHz source technical specifications: Frequency: 264 GHz with the ability to be tuned over at least; 1.4 GHz range with tuning steps of 50 MHz or less; Frequency stability of 50 MHz or better; Ability to Frequency modulate (up to 300 MHz pp, at> 7 kHz rate; Power: 20 m W or more, continuous output (CW); Output flange: WR-4.3, UG-3871U-M, or something compatible and Ability to have computer control of frequency, and computer or electronic control (TTL) of power output. The intended procurement will be classified under North American Industrial Classification (NAICS) code 325414 with a size standard of 500. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. All responsible businesses that are capable of providing the Government with the items listed above may download a copy of the Request for Quote (RFQ). The solicitation will be issued on or about August 27, 2010. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be advantageous to the Government, price and other factors considered. The following factors will be used Equally to evaluate offers: Technical Evaluation, Price, and Past Performance. Note: Past Performance Information: Vendors must submit a listing of the most recent contracts/awards (minimum of 3) which demonstrate similar work in nature to this Solicitation. Contracts/awards may include those entered with the Federal Government, state and local governments and commercial concerns.
