- The Centers for Disease Control and Prevention (CDC) Office of the Director, Applied Science Branch, Division of Reproductive Health, National Centers for Disease Prevention and Health Promotion, contemplate a sole source contract award to the Guttmacher Institute, New York, NY. The contractor shall provide all labor, equipment, materials, supplies, and perform all work required to monitor, analyze, and disseminate information about State Reproductive Health Law and Policy. Specifically, the contractor will support efforts to monitor trends in State Reproductive Health Law and Policy and assess the impact of those laws and policies on reproductive health. The contractor shall document best practices in estimating the actual cost of delivering family planning services. The period of performance shall be from date of award of the purchase order through a one (1) year period. The award is scheduled for September 1, 2010, and will be performed at the Contractor's facility. This requirement is not set aside for small businesses. It is being procured applying simplified acquisition procedures in accordance with Federal Acquisition Regulations (FAR) Part 13. The sole source authority is found under FAR 13.106-1(b). The circumstances of the contract action deem only one source reasonably available. The Guttmacher Institute is the only available source with the required experience to provide the services. CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services required are encouraged to identify themselves and give written notification to the Contracting Officer no later than 4:00 PM Eastern Standard Time, August 25, 2010. Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a future competitive procurement. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
