- Notice 10-233-SOL-00337 THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A QUOTE. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND QUOTES WILL NOT BE REQUESTED. The Office of Substance Abuse and Mental Health Administration (SAHMSA), Center for Substance Abuse Treatment, (CSAT), through the Program Support Center, Division of Acquisitions Management, intends to award a twelve (12) month sole source purchase order using simplified acquisition procedures to George Mason University, 4400 University Drive, SM4C6, Fairfax, VA 22030-4422. Please find attached the Notice and Statement of Work in detail. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The acquisition shall not exceed the Simplified Acquisition Threshold. The North American Industry Classification (NAICS) Code is 541720 and the Size Standard is $7.0M. This Notice of Intent is not a request for competitive quotes. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within discretion of the Government. This action is under the authority of 41.U.S.C.253(c) (1), as set forth in FAR 13.106-1(B) (2). Comments to this announcement, referencing synopsis number 10-233-SOL-00337 must be submitted to Contract Specialist, Ms. Jennifer Schlegel, electronically via email to Jennifer.Schlegel@PSC.hhs.gov.
