- Description
- Arcata Associates, Inc (Arcata/UNITeS); in support of the Unified NASA InformationTechnology Services (UNITeS) Prime Contract, intends to negotiate only on a sole sourcebasis with SAS Institute, (the OEM), and to execute a modification to an existingCommercial Purchase Order, to continue various mainframe term licensing for the periodbeginning 1 October 2010 thru 30 September 2011 in support of the NASA Data Center (NDC)located at Marshall Space Flight Center. The licensing of these products shall be inaccordance to the terms and conditions of Master License Agreement No. 50597 betweenArcata Associates and SAS Institute as modified in 2006 to upgrade the mainframe platformto an IBM 2096-S07/Software Model 2096-Q02 at 40 MSU levels; and so modified in 2009 toreflect the change in mainframe platform to an IBM Software Model 2096-O02 at 36 MSUlevels. For FY11, the licensed products shall be deployed on a specific LPAR of 20 MSUlevel.Arcata Associates, Inc. intends to acquire a commercial item using FAR Part 12. This announcement constitutes the only solicitation as proposals are being requested perthe attached Request for Quotation (RFQ) which is located in the attached Word file,along with an Offeror Representations & Certifications (Certs) form, all of which aredeemed to be the solicitation package. Interested firms have until 26 August 2010, 12:00PM Noon, CDST to submit in writing to the identified point of contact a response to theRFQ and all associated paper work per the special instructions. Responses received after26 August 2010 without the required information will be considered non-responsive to thesynopsis/solicitation and will not be considered. A determination by Arcata/UNITeS to notcompete this proposed effort on a full and open competitive basis, based upon responsesto this notice is solely within the discretion of Arcata Associates, Inc. When responding to this combined synopsis/solicitation you are required to inform thisoffice whether or not the products offered in response to this solicitation meet theTechnical Standards of 1194.21 for the specific line items cited in the RFQ. Pleaseprovide documentation such as your voluntary compliance template or other informationthat addresses how your company meets the identified Technical Standards. If thisinformation is maintained online, you may provide a link or the URL address where theinformation can be viewed. It is the offeror's responsibility to monitor this Internet site for the release of anyamendments, and clarifying questions and answers. Oral communications are not acceptable in response to this notice.
