Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number: W912LM-10-R-4010 Notice Type: Combined Synopsis/Solicitation Synopsis: This is a combined synopsis and solicitation for the following commercial items, Item Description: Fall Arrest System for Phase Dock This combined synopsis/solicitation is prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number W912LM-10-R-4010 is hereby issued as a FOB Destination Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. The associated North American Industry Classification System (NAICS) code for this procurement 238990. FOB Destination: Minnesota Air National Guard, 148th FW CE,, Duluth, MN 55811-6035. Payment: Payment by Wide Area Work Flow. Contractors using WAWF must register online at https://wawf.eb.mil. You can find more information on WAWF and the registration process on the WAWF training site; http://www.wawftraining.com. Firm-Fixed-Price purchase order will be issued in writing. Duluth ANG, Minnesota has a requirement for: Item #1 The Fall Arrest System Shall consists of an enclosed Track with a sealed bearing trolley. This will be awarded on a best value determination by the Contracting Officer. Quotes are due on or before 2 September 2010(noon) Central Daylight Time. STATEMENT OF WORK System Requirements The fall arrest system shall be designed to fully protect the user at all times while working on an aircraft in the phase dock. The fall arrest system shall be rated for four (4) simultaneous users. Provide four (4) appropriate length self-retracting lifelines that meet or exceed applicable standards of ANSI Z 359.1 and OSHA 1926.104 System to consist of enclosed tracks with a sealed bearing trolley, which provides 1:100 movement to weight ration. Beam design is to incorporate the strength of a traditional I beam with the low friction of an enclosed track. Trolley to incorporate sealed ball bearings for ease of movement. System is to be hands free for the user and allow the user to work with both hands as if normally traveling along the walking surface. Fall protection system shall not interfere with existing systems (air drops, electrical drops, and foam fire system dispensers. System layout, design analysis, and calculations shall be prepared and certified by a licensed professional engineer employed by the fall protection contractor as a full time fall arrest systems designer. Fall Protection System shall be installed by manufacturers authorized, trained and certified personnel. Provide a minimum of 4 hours of operator training after system has been installed and proof tested. Training is to be for the users of the system conducted at the installation site.
