- The Defense Logistics Agency Energy’s (DLA Energy) mission is to provide the Department of Defense (DoD) and other government agencies with comprehensive energy solutions in the most effective and economical manner possible. The DLA Energy - Installation Energy Business Unit’s mission is to provide customer support in all Electricity industry related areas, such as competitive electricity acquisition, renewable power, power purchase agreements (PPA’s), energy savings performance contracts (ESPC’s), and utility energy service contracts (UESC’s). Electricity: DLA Energy established the electricity program in 1996 and began soliciting requirements in 1997. DLA Energy is executing the competitive acquisition of Retail Open Access for DoD and Federal Civilian agencies in the 14 states that have implemented deregulation. The DoD Components are encouraged to partner with DLA Energy and aggregate regional electricity requirements to competitively procure electricity and ancillary services. DLA Energy is actively managing over 15.7M megawatt hours of electricity valued at over $1.2B under multi-year contracts. ESPC: Defense Reform Initiative Directive 21 directed Defense Logistics Agency (DLA)/DLA Energy) to assist the Military Services with using ESPC contracts to reduce energy demand. This mission was transferred to DLA Energy in October of 2009. Awarded over $430M in energy savings performance contracts since 2001. Performing contract administration supporting ESPC task orders valued in excess of $121.5 million for multiple Army locations. ESPC’s are alternatively financed contracts which use private sector expertise and capital allowing the Government to achieve energy and water conservation goals without up-front capital costs. Under ESPC’s, Contractors are paid from the savings which result from energy conservation measures implemented by the Contractor. DLA Energy utilizes the Department of Energy (DoE) Super ESPC Indefinite Delivery Indefinite Quantity (IDIQ) contracts. Sixteen Super ESPC IDIQ contracts were awarded in 2008. The Super ESPC contracts were established by DoE to make ESPCs as practical and cost-effective as possible for Federal Agencies to use. These “umbrella” contracts were competitively awarded to vendors who have demonstrated capabilities to provide energy projects to Federal customers. UESC: UESCs are contracts that allow utilities to provide their federal customer agencies with comprehensive energy and water efficiency improvements and demand reduction services. In a UESC, the utility fronts the capital costs, assess savings opportunities, designs and installs the project, and is paid from the resultant savings. Renewable Energy: DLA ENERGY issued multiple procurements for long-term (10 year) power purchase agreements to facilitate large and small scale solar photovoltaic efforts at DoD and Federal Civilian locations. This is in response to Executive Order 13123, which encouraged the Federal Government to significantly improve its energy management in order to save taxpayer dollars and reduce emissions that contribute to air pollution and global climate change. SCOPE The Contractor shall provide effective analytical skills and expert knowledge regarding various electricity industry related areas, such as competitive electricity acquisition, renewable projects, PPA’s, ESPC’s, and UESC’s. Also, the Contractor shall provide expert advice, facilitation, and feedback on electricity acquisition strategies. PERIOD OF PERFORMANCE The period of performance is January 1, 2011 through December 31, 2011 with two one-year option periods. TYPE OF CONTRACT The Government anticipates award of a time and materials contract. The Government requires the best effort expended by the Contractor. All work specified in this PWS must remain within the awarded ceiling price. This effort includes providing qualified personnel, proper supervision, and following industry accepted methodologies and other practices. The effort is further characterized by operating at all times with the Government’s best interest in mind, using efficient and effective methods, and demonstrating sound cost control. The effort must be identical to the effort that would be expended if this were a firm-fixed price contract and the Contractor’s profits were dependent upon reducing costs, while meeting the Government’s requirements, in terms and quality and schedule. Failure to provide this required effort may result in the withholding of payment for hours expended that do not qualify as best effort or a reduction in the rate per hour to reflect decreased value of services received. EVALUATION Trade off process. MINIMUM REQUIREMENTS Minimum requirements that the Contractor must meet: Resumes must be provided for key personnel that will be utilized during requirement performance. Key individuals indicated for this requirement must have at least 20 years experience in the electricity industry, and be knowledgeable in the areas specified. Primary point of contact shall have a Doctor of Philosophy (PhD) in business related fields. Support personnel shall have at least a bachelor’s degree in business related fields. The Contractor shall have demonstrated the skills and experience of compiling reports, metrics data, and other administrative functions; and shall have experience in building and maintaining effective working relationships with a wide array of Government personnel and organizations. The Contractor shall speak, read, and write the English language fluently. English shall be the only language used with regard to this contract for written correspondence, discussions, and other business transactions. The Contractor shall understand the roles of the utility distribution company, independent system operators, power exchanges, private utility service providers, and power marketing administrations and how the interplay of these roles may affect contract terms, performance and administration. TASKS Provide expert and technical assistance, both orally and written, on the electricity industry to assist in establishing the Government position prior to negotiations of particular procurements. Assist the Government in all aspects related to electricity industry, both orally and written, such as competitive electricity acquisition, renewable power, Power Purchase Agreements (PPA’s), Energy Savings Performance Contracts (ESPC’s), and Utility Energy Service Contracts (UESC’s). Participate in meetings with DLA Energy, customers, and/or suppliers. During such meetings, provide advice to DLA Energy personnel. Meetings generally will take place at Fort Belvoir, but may also require travel. DELIVERABLES Periodic written reports related to the electricity industry, such as competitive electricity acquisition, renewable power, PPA’s, ESPC’s, and UESC’s. Verbal feedback, advice, briefings, and guidance. Research and analysis of Government furnished or Contractor furnished documents. Compilation, sorting, analysis of data provided by DLA Energy, other Government agencies, or the Contractor.
