Description
1.The Government is seeking qualified, experienced sources capable of performing construction services for physical security/safety improvements on and around bridges in the New York City area (Manhattan, Brooklyn and Queens Boroughs). The purpose of this announcement is to notify prospective Offerors that the Government will conduct a presolicitation exchange with industry regarding the requirements defined in the attached Draft Request for Proposals (RFP). This exchange is being conducted to: a.Promote and improve the understanding of the Governments requirements. b.Allow potential Offerors to determine whether or how they can satisfy the Governments requirements. c.Solicit comments from Industry experts to identify areas of the draft requirement which may be vague/unclear, unreasonable, unrealistic, pose undue resource/personnel or logistic challenges, drive significant/unnecessary cost increases, or which may run counter to current industry best practices. 2.The presolicitation exchange with industry consists of a draft RFP, Industry Day and individual meetings. a.Draft RFP: Prospective Offerors are encouraged to review the attached draft RFP and submit constructive comments on the requirements therein. Comments on all areas of the RFP are encouraged; however, the Government is particularly interested in receiving comments on SECTION 00 21 00, 1.17 CONTRACT PRICES BIDDING SCHEDULE (STEP 2 ONLY), with respect to escalation of prices, and 1.18 PROJECT LABOR AGREEMENT (PLA). The Government seeks to consider feedback received from Industry in finalizing the RFP. Prospective Offerors are advised that this document is still in draft form and is therefore subject to change between now and the official RFP. Formal proposals ARE NOT requested at this time and WILL NOT be accepted. All comments shall be submitted in writing to the Point of Contact named elsewhere in this announcement. Written comments are requested by 2PM ET on September 3, 2010. b.Industry Day: Due to the security sensitive nature of the work, drawings and technical specifications will not be made available during this presolicitation exchange with industry. In light of this, an Industry Day will be conducted to provide a visual representation of the work scope and enhance understanding of the Governments requirements. Hard copies of the presentation materials will not be available to attendees prior to, during, or after the briefing. However, copies will be available for viewing during the individual meetings described elsewhere in this announcement. Photographic, video and audio recordings of the presentations are not permitted. Participation via teleconference will not be permitted. Due to the scope of the presentation and anticipated level of participation, Industry Day will be limited to the unilateral exchange of project information from the Government to prospective Offerors. It will not be a forum for discussion between representatives of industry and the Government. Rather, bilateral exchanges will take place during individual meetings described elsewhere in this announcement. Industry Day will be held on August 31, 2010 from 10:00 AM to 1:00 PM. Industry Day will be held at 26 Federal Plaza, room TBD, New York, NY 10278. Approval is required to attend. See REQUESTS FOR PARTICIPATION elsewhere in this announcement for instructions on obtaining approval to attend. c.Individual Meetings: Prospective Offerors are encouraged to meet with the Government to discuss any questions, comments or concerns regarding the procurement requirements. These meetings will be held on a one-on-one basis. The purpose of these meetings is to obtain feedback from Industry that may be taken under consideration by the Government in finalizing the RFP. Individual meetings will be held at 26 Federal Plaza, New York, NY 10278, starting September 17, 2010. Meetings will be limited to 2 hours. Appointments are required and will be given on a first come first served basis. See REQUESTS FOR PARTICIPATION elsewhere in this announcement for instructions on obtaining an appointment. d.Requests for Participation: Attendance at Industry Day and/or Individual Meetings with the Government will be open only to bona fide prime contractors and joint ventures that constitute a prime entity. Firms wishing to attend Industry Day and/or Individual Meetings must submit a written request to the Point of Contact named elsewhere in this announcement. Written requests shall include the following: i.Cover Letter. Provide a cover letter, signed by a principal of the firm requesting consideration, which attests to the SIC/NAICS classification used on its 2009 federal tax filings and naming no more than six (6) individuals who will represent that firm during this presolicitation industry exchange process. Indicate if attending Industry Day, requesting appointment for Individual Meeting, or both. ii.Bonding Capacity. Include a letter from the current bonding company, for the firm requesting consideration, giving that firms current aggregate and single construction project dollar limits as well as its uncompleted work on hand. iii.Government Agency Prequalifications. Include copies of letters showing any current construction prequalifications with any federal, state or local governmental agencies within the United States; held by the firm requesting consideration. iv.Workers Compensation Experience Modification. Include a copy of the current policy sheet, for the firm requesting consideration, showing its current experience modification or letter from their insurer providing same. v.Joint Ventures. Any potential joint ventures requesting participation must provide a complete package, as detailed in paragraphs a through d above, for each of their participants. Those packages are to be forwarded to USACE under a letter of transmittal that includes no more than six (6) individuals who will represent the joint venture during this presolicitation industry exchange process. Requests for INDUSTRY DAY attendance must be submitted prior to 2PM on August 26, 2010. Requests for INDIVIDUAL MEETING appointments must be submitted prior to 2PM on September 13, 2010. Requests for Industry Day attendance and Individual Meeting appointments may be combined into a single written request; however, the earlier submission deadline applies. All individuals attending Industry Day and/or Individual Meetings with the Government will be required to present a valid photo ID at the meeting location. The Government reserves the right to limit participation to only those firms deemed bona fide prime contractors or joint ventures that constitute a prime entity. Additional Info: Although it is not the specific intent of the Government to respond in writing to questions, comments or concerns, the Government may elect to publish a response to industry to foster a better understanding of the requirements. Names of submitters will be withheld in the published response. Submitters may request that their comments not be published nor shared with other interested parties. Participation in this presolicitation exchange with industry is not required nor is it a prerequisite for responding to the official RFP. Participation is solely at the discretion and expense of the firm.
