Solicitation Statement of Work #03 Statement of Work #02 Statement of Work #01 Department of Health and Human Services, Centers for Disease Control and Prevention, Procurement and Grants Office (Atlanta), 2920 Brandywine Road, Room 2813, Atlanta, GA, 30341-4146, UNITED STATES The Centers for Disease Control and Prevention (CDC) contemplates award of a firm-fixed price contract for installation of CDC Implementation of Card Key Access System, CDC-wide, Multiple Campuses. The Government estimates total cost of the design and construction not-to-exceed $2M. The North American Industry Classification System (NAICS) Code assigned is 238210. All prospective offerors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. The Homeland Security Presidential Directive 12 (HSPD-12) establishes a Policy for a Common Identification Standard for Federal Employees and Contractors. This directive mandates increased security levels at all federal agencies. The Federal Information Processing Standard (FIPS 201), Personal Identity Verification (PIV) of Federal Employees and Contractors, establishes a common identification standard for all individuals requiring access to government facilities and computer networks. FIPS 201 specifically defines the credentials (e.g., personal data, including biometrics) that will be embedded on an integrated circuit chip (ICC) on government-issued PIV cards. These cards will allow physical access to government facilities and logical access to computer networks. The Department of Health and Human Services (HHS) has distributed PIV-compliant credentials to all of its Operational Divisions (OPDIVs), including the Centers for Disease Control and Prevention (CDC). However, CDC's legacy Physical Access Control System (PACS) is not capable of recognizing these cards for granting facility access. As such, PIV cards currently serve as photo ID badges only, requiring personnel to continue using the old access cards (Cotag cards) to gain entry to CDC facilities. CDC contracted with Science Applications International Corporation (SAIC) to perform a review of its current system, develop a requirements document, and provide a recommendations document for transition to an HSPD-12/FIPS 201-compliant system. CDC's current physical security system is a Johnson Controls P2000 system. Several upgrades and patches to reconfigure the current system for transition toward compliance. However, additional software upgrades, equipment readers, and an enterprise-wide approach are still required to achieve a fully compliant system.
