Description
NASA/KSC has a requirement for a quantity of 62 each Data Distribution Service(DDS) runtime licenses.NASA/KSC intends to purchase the items from Real-Time Innovations (RTI). RTI is one oftwo DDS COTS products being used to support the Launch Control System (LCS) publish andsubscribe architectural feature. Both products are critical in the event that there is anurgent need to change from one to the other. The transition must be seamless, withminimal impact to the LCS architecture. The other product was utilized during the proofof concept effort and will continue to be used as the Object Management Groups (OMG) DDSstandard compliant message oriented middleware for the Launch Control System dataexchange infrastructure as the prototype is migrated. The requested additional runtime licenses are specifically designated to be compliantwith the existing licensed software products, operating systems, and hardware platforms,and cannot be substituted with another manufacturers product.Per FAR6.302-1(a)(2)(ii), the substantial duplication of cost to NASA associated with changingsoftware products would not be recovered through competition, and would also result in anunacceptably longer procurement time.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon Tuesday, August 24, 2010 (in accordance with NASA Procurement Information Circular05-05). Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
