- On behalf of The Committee for Purchase From People Who Are Blind or Severely Disabled (Committee), the independent Federal agency that administers the AbilityOne Program, NISH, a designated central nonprofit agency, is pursuing potential partnerships with U.S. commercial manufacturers of Primary Alkaline Batteries (NEDA #1604A, #908A, #13A, #14A, #15A, and #24A) for the purpose of providing employment for people who are blind or severely disabled. If successful, the result will be a co-brand agreement between the manufacturer and the AbilityOne Program, and its registered brands. The ultimate expectation is that the co-branded product will be placed on the Committee's Procurement List (PL). The Primary Alkaline Batteries (NEDA #1604A, #908A, #13A, #14A, #15A, and #24A) must meet and/or exceed FAR and other Federal Government published standards, Executive Orders and Federal Agency requirements. At a minimum, the following criteria must be met: 1. Possession of a nationally known brand name that can be demonstrated to have significant appeal through evidence of substantial sales. 2. This product must meet industry performance specifications and standards for construction, performance, sustainability and reliability. 3. The chosen manufacturer must be willing to set a high priority for delivering bulk materials within 90 days of the date of manufacture to the non-profit agency in order to assure the agency of on-time deliveries to the federal government customer(s). 4. All products must be manufactured and lab tested, certified and customer tested to be effective according to their purpose, have current Material Safety Data sheets if necessary, and meet certifications with corresponding documentation designated by customers. 6. A willingness to enter into a multi-year agreement with Eastern Carolina Vocational Center, Inc. that meets the criteria of the AbilityOne Program for Eastern Carolina Vocational Center, Inc. to procure, package, manage shelf life, and distribute approximately 19,620,000 alkaline batteries per year to more than 1,000 federal government destinations thereby creating employment for people who are blind or severely disabled. 7. Commitment to working independently with the AbilityOne to market products to the Government customers under the AbilityOne Program. It is preferred that the chosen manufacturer has a dedicated team for Federal Government sales and marketing. The marketing of the products will include the design of the cobranded graphics for packaging materials and battery labels. 8. Willingness to work with the non-profit agency, NISH and the Committee to ensure that the price to the end-users is a fair and reasonable price. There is a Fair Market Price (FMP) already established for each of these six battery products. 9. Manufacturers' submissions must demonstrate that proposed products meet the various criteria. 10. Additionally, the partnership shall meet the following project specific criteria (appear in order of importance; proposals should address each criteria): 1) Willingness to maintain a collaborative process which allows Eastern Carolina Vocational Center, Inc. to return batteries free freight to the manufacturer with no restocking charges if: a. shipments to the government do not meet forecasted demand, and b. batteries have aged beyond 150 calendar days of the date of manufacture. 2) Performance history during the past 24 months with Eastern Carolina Vocational Center, Inc. Past performance is defined as the manufacturer's record of conforming to standards of good workmanship; adherence to delivery schedules; reputation for reasonable and cooperative behavior; commitment to customer satisfaction; and an overall business-like concern for the interests of the customer. Past performance with Eastern Carolina Vocational Center, Inc. will be used to determine whether the manufacturer has consistently demonstrated a commitment to customer satisfaction and to timely delivery of quality goods at fair and reasonable prices. If a manufacturer has not sold batteries to Eastern Carolina Vocational Center, Inc. in the past 24 months then performance history during the past 24 months with commercial and/or Government customers will be considered. 4) Past experience in state or federal Government sales of alkaline batteries. 5) Geographical location(s) of manufacturing and distribution centers within the continental USA. 6) Manufacturer's submission shall include their requirements for the nonprofit agency such as quality systems/certifications, inspection of the NPA premises, proprietary information/non-disclosure agreements; defect liability; product recall; etc. The deadline for response is September 20, 2010 Responses should be directed to the contact listed in this Notice.
