- THIS IS A REQUEST FOR INFORMATION ANNOUNCEMENT TO POSE A FEW QUESTIONS TO INDUSTRY AND SEEK INPUT CONCERNING THE UPCOMING SABER CONTRACT AT HILL AFB. THIS IS NOT A REQUEST FOR PROPOSAL. 1. If the government were to remove the requirement of interested contractors to bid line items according to a unit price guide such as Timberline or RS Means, what would be the effects on contractor proposals? Would bidding according to construction disciples or trades (i.e. plumbing, electrical, HVAC, etc) be an acceptable and advantageous way for SABER to operate efficiently and cost effectively? What would be the positive or negative effects on the program at time of award and for the duration of the contract with contractors not bidding line items? 2. If the government were to not require interested contractors to bid coefficients, negative or positive, would this prohibit the contractors from bidding competitively? Would there be any unintended consequences of removing coefficients from the SABER bidding process? What would be the positive or negative effects on the program at time of award and for the duration of the contract with contractors not bidding coefficients? 3. Finally, are there any comments, concerns, or ideas concerning the upcoming SABER contract that would be beneficial to the government at this time? This is a chance for industry to respond and inform the government of any experiences, positive or negative, with bidding SABER or other government construction contracts according to methods without coefficients and line items. This request for information (RFI) notice is issued for planning purposes only. This is not a Request for Proposal (RFP). Responses to this notice will assist the government in formulating a source selection strategy.
