Description
U.S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA), on the behalf of NOAA NESDIS/Americas ALOS Data Node Alaska Satellite Facility, Geophysical Institute intends to negotiate on a non-competitive basis with University of Alaska Fairbanks for the award of a Contract under FAR part 13 Simplified Acquisition Procedures. This Acquisition for Other Than Full and Open Competition is pursuant to the authority permitted under Federal Acquisition Regulations Subpart 6.302-1 (1) and 41.U.S.C. 253(a)(1), "Only responsible source and no other supplies or services will satisfy agency requirements." Solicitation number DG133E-10-RQ-0705(GJB) is issued as a request for quotation. This solicitation document incorporated Statement of Work, provisions and clauses. The provisions and clauses are those in effect through Federal Acquisition Circular Federal Acquisition Circular 2005-43. This acquisition is a total set-aside for Small Business. The associated NAICS code and small business size standard is 611310 and $7.0M. The Small Business Competitiveness Demonstration Program does not apply to this acquisition. STATEMENT OF WORK Americas ALOS Data Node Alaska Satellite Facility, Geophysical Institue University of Alaska Fairbanks Purchase of ALOS SAR Image 1.0 Introduction/Scope of Work/Background The National Environmental Satellite, Data, and Information Service (NESDIS) provides experimental analysis of oil spills in the marine environment using satellite data. Near-real-time analyses are accomplished by the Satellite Analysis Branch (SAB) of the Office of Satellite Data Processing and Distribution (OSDPD). And research on improvement of oil spill analyses is conducted by the Satellite Oceanography and Climatology Division (SOCD) of the Center for Satellite Applications and Research (STAR). The principal data source for oil spill analyses is synthetic aperture radar (SAR) data. One of the principal satellites supplying SAR data is the Japanese Aerospace Exploration Agency (JAXA) Advanced Land Observing Satellite (ALOS) which carries a Phased Array L-band SAR (PALSAR). Data from this satellite are scheduled and processed at the Alaska Satellite Facility (ASF) of the University of Alaska Fairbanks. The data can be acquired at ASF, via the NASA Tracking and Data Relay Satellite System (TDRSS), at JAXA facilities in Japan or at the Center for Southeastern Tropical Advanced Remote Sensing (CSTARS) acquisition station at the University of Miami. By utilizing these acquisition stations, ASF is able to order and obtain ALOS data from any desired region globally. If not acquired directly by ASF, data are sent to ASF where the data are processed and then are made available via the Americas ALOS Data Node at ASF. Data acquired via TDRSS or acquired by ASF can be processed in near-real-time for delivery by ASF. ASF also maintains an archive of all ALOS data processed at ASF. This contract provides for the scheduling, processing, and delivery of near-real-time and retrospective SAR imagery from ASF primarily for response to oil spills and for hurricane hazard response. 2.0 SAR Data Purchase Specifics and Procedures 2.1 Data Types and Cost This purchase order covers the purchase of near-real-time and retrospective SAR imagery from the ALOS satellite. Per image cost for imagery ordered prior to January 23, 2010 (near-real-time or retrospective): 2.2 Data Coverage Near-real-time data can be ordered within the ASF station mask or within the regions accessible to the TDRSS downlink (which is acquired by NASA TDRSS, downlinked to White Sands, and then forwarded to ASF). Retrospective data can be ordered globally if recorded on the satellite and downlinked by JAXA and then forwarded to ASF. Gulf of Mexico and Caribbean coverage can be obtained retrospectively from CSTARS and then forwarded to ASF. 2.3 Data Scheduling Data must be scheduled by ASF at the request of NOAA/NESDIS (either by SAB or SOCD). 2.4. Data Ordering NOAA/NESDIS will place orders for near-real-time processing of specific scenes or passes that have been scheduled or for retrospective scenes that have already been taken. Orders will be placed by the individuals identified below as the NOAA points of contact, or their designees, to the individual identified below as the ASF point of contact, or designee. 2.5 Data Delivery and Distribution Restrictions Imagery must be delivered electronically via Internet to NESDIS/STAR and NESDIS/SAB. The imagery format must be delivered as Level 1 imagery capable of being converted to GeoTiFF with ASF-supplied software. 2.6 Invoices Invoices must be generated as needed when blocks of imagery are ordered. Invoices should include information on imagery purchased including date and cost, and the balance of funds remaining. 3.0 Period of Performance The period of performance is from date of award (approximately September 16, 2010) until January 23, 2011. Offerors are advised to submit all questions via in writing only in an email to G. Jean Barrett no later than 10:00am Eastern Standard Time, Monday, September 1, 2010. Answers to questions received within the specified date/time will be posted to FedbizOpps.
