- The Pacific Islands Fisheries Science Center under the delegated authority of the NOAA Western Region Acquisitions Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Dalhousie University for Quantitative Fatty Analysis (QFASA) and modeling of monk seal blubber and potential prey specimens as a part of a diet study on the endangered Hawaiian Monk Seal. The work will entail the lipid extraction and analysis of fatty acid (FA) composition of the remaining samples (n = 74) of prey species to complete the prey library required for quantitative estimation of monk seal diets in the Main and Northwestern Hawaiian Islands. This process involves preparation and homogenization of each individual prey, quantitative extraction of lipids from tissues (also providing total fat content of each individual), preparation of FA methyl esters (FAME) from the extracted lipid, and analysis by gas chromatography using a highly polar capillary column. The Iverson Lab is one of the most experienced labs in the world in performing lipid and FA analyses. But more importantly, to date has developed the quantitative procedures to use FAs to estimate diets of predators and has performed all previous analyses of monk seal prey. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). The NAICS code for this requirement is 641690. This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the service may submit substantiating documentation in writing within ten days of this notice. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. The Western Region Administrative Division (WRAD) requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR).
