- The specifications for the interoperability kits have been changed to provide clarification as follows: Overall the systems need to provide communication to an incident commander back to the Utah National Guard EOC. They must be man portable and the desired intent is that they stand up basic communications consisting of a computer, printer/fax/copier, radios, the ability to cross band on scene and as an option GSM cell phone network. Each kit needs to be able to stand alone yet also communicate with other kits, and interface/cross band first responder communication. The ultimate intent is to provide the incident commander who has lost all communications, a communications platform with which he can resume local and distant communication. All specifications are a minimum: 1)Type 1 Type 2 encryption was an error and is removed from the bid request. 2)The computer needs to be equivalent to a Panasonic Tough Book 19 (Microsoft Windows Vista Business / XP Professional downgrade, Lithium ion battery 10 hour(s), 10.73 x 8.53 x 1.93). Computers must meet MIL-STD-810 and MIL-STD-461F. 3)Ability to have multiple types of cell phones and radios communicate with other radios and cell phones locally and worldwide. 4)The 10/10 Ethernet switch needs 12 ports. CISCO equipment will be given preference. 5)Internal and external antennas may be used. Antennas are for the radios with the kit. 6)The mapping software requirement is removed. 7)The 5.1 MP camera is a minimum spec. Camera must be Canon or equivalent quality. Must have the capability to be used separately from the laptop. 8)Networked storage requirement is 3 Gig. 9)We want to utilize a BEGAN broadband satellite receiver. 10)We will be using Hughes Net as the Satellite provider when our lager satellite antennas are used. 11)The cross banding capability needs to cover the cell phone, UHF, VHF, HF. Basically those areas covered by an ACU-T, ICRI, or CITRIX. 12)The required brand for the, 800 MHZ radio is Motorola XTS 5000. 13)The kits need to be weather proof and capable of being transported by one individual. 14)Ruggedized photo quality 16ppm, 4800 x 1200 dpi color printer/fax/copier. 15)The 640 x 480 VGA video teleconferencing involves a camera, and video encoder. Axion 2 channel equivalent. 16)Bandwidth minimum is 492 kbps. 17)No air time packages are needed as it will be contracted separately through Hughes Net. 18)The Microsoft Office software is the professional version. 19)Integrated EVDO/3G needs to be equivalent to Sprint Hot Spot. 20)The batteries will run all of the equipment. The kit needs the ability to be hooked into an external 120v power source. Shorter battery run times than originally stated will be considered. 21) GSM cellular: Ability to set up a cell phone network with different cell phones if the local cell phone system goes down. The price for this system is to be identified separately from the rest of the bid. The kits are not planned to be deployed overseas, however, that possibility is being considered.
