- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the National Human Genome Research Institute (NHGRI), intends to award a fixed price purchase order on a noncompetitive sole source basis to Cellular Engineering Technologies, Inc., 2500 Crosspark Rd, Suite E232, Coralville, IA 52241 for Niemann-Pick Type C (NPC)-specific IPS cells. The NPC-Therapeutics for Rare and Neglected Diseases (TRND) project needs an Induced Pluripotent Stem (IPS) Cell line derived from a patient with Niemann-Pick Type C disease (NPC) for drug screen. This NPC IPS cell line will be used to differentiate neuronal cells as the human disease model from the compound screen. This is important to the project for drug screening and testing the efficacy of drugs with a better model system. IPS cells are a type of pluripotent stem cell derived from adult cells that can be further differentiated into many other type of cells such as neuronal and liver cells. Niemann-Pick Type C disease is a genetic rare disease that currently does not have a cure. In order to do a drug screen with the human NPC neuronal cells, the TRND project needs to have an NPC IPS cell line that can be used to generate the NPC neuronal cells. The sole source determination is based on the fact that Cellular Engineering Technologies is the only stem cell company that can perform the service because they have the NPC cells that will generate the IPS cells needed in the timeline of this project. The delivery point is the National Institutes of Health (NIH), National Human Genome Research Institute (NHGRI), Bethesda, MD 20892. The North American Industry Classification System (NAICS) Code is 541711, Research and Development in Biotechnology, with a small business size standard of 500. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-44 (July 8, 2010). Interested parties may identify their interest and capabilities in response to this synopsis by September 7, 2010 at 3:00pm Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
