- Technical Requirements PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. This procurement is being conducted under Federal Acquisition Regulation parts 12 and 13. The Federal Bureau of Investigation is issuing this acquisition as a Request for Quote (RFQ) under solicitation number E010522. The NAICS Code for this requirement is 334310, Audio and Video Equipment Manufacturing. The size standard is 750 employees. This requirement is 100% set-aside for small business. The FBI does not intend to reimburse offerors of this solicitation for any costs incurred in preparing a quotation. Prior to the preparation of your quotation, please read all instructions contained herein. The offeror's proposal shall be provided in accordance with 52.212-1, Instructions - Commercial Items, and any addendum referenced. The resultant contract will be a firm-fixed price purchase order. Requested items: 1) Front Pivoting Profile Camera Pedestal Assembly; 2) Detachable Multi-Codec Video/Encoder/Server base unit Mandatory Technical Requirements (Attached) Shipping Instructions: Shipping under this requirement shall be FOB destination. Items shall be delivered to Quantico, VA. Submission Instructions: Responses shall be submitted via electronic submission to Margaret Einspahr at meinspahr@fbiacademy.edu. The due date for responses to this RFQ is on or before September 10, 2010 at 9:00 am Eastern Time. Responses must be marked as follows: "RFQ E010522." All questions regarding this requirement must be submitted to Margaret Einspahr via email no later than September 8, 2010, 3:00 pm Eastern. Quotes shall include a point of contact (including phone number, fax number and email address), contractor DUN's number and TIN number. ALL QUOTES MUST BE VALID FOR 60 DAYS. Terms and Conditions: This RFQ incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation Circular 2005-43. The provision at FAR Clause 52.212-1, Instructions to Offerors (June 2008) and addendum are incorporated into this solicitation. Addendum to 52.212-1, Modify: (b) Submission of offer(s) is to read as follows: "Submit offers electronically to meinspahr@fbiacademy.edu. Provision 52.212-3 Offeror Representations and Certifications-Commercial Items (Aug 2009) Contractors may submit their online Representations and Certifications Application (ORCA) at the following government portal: http://orca.bpn.gov. Clauses 52.212-4 Contract Terms and Conditions-Commercial Items (Jun 2010), and 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders, Commercial Items (Jul 2010), apply to this solicitation. Evaluation : Each offeror's proposal will be evaluated as indicated below. Each factor is of equal importance. •1. Understanding of Requirement: The government will evaluate the degree to which the offeror's proposal indicates the likelihood of success through a demonstrated overall understanding of the required product as delineated in the statement of work. •2. Past Performance: The degree to which the offeror's recent work history demonstrates commitment and ability to deliver acceptable products within defined schedules and budget. •3. Price: Fair, reasonable and within current market conditions. Contract award shall be made to the responsible Offeror whose offer, in conforming to this solicitation, provides an overall best value to the Government, technical evaluation factors and cost considered. The Government's objective is to obtain the highest technical quality considered necessary to achieve the objectives, with a realistic and reasonable cost. Technical evaluation factors are more important than cost.
