Description
REQUEST FOR QUOTE (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) Solicitation number 60181AQ052 is being issued as a Request for Quotation (RFQ) in accordance with FAR Parts 12 and 13. (ii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-44, effective July 8, 2010. All applicable provisions and clauses are included in the actual solicitation. This electronic announcement constitutes the only solicitation being issued. (iv) This procurement is being conducted on a full and open basis. The North American Industry Classification System (NAICS) code is 336211, and the small business size standard is $1,000 employees. Responsible women and women owned, service disabled veteran owned, and small disadvantaged businesses are strongly encouraged to submit quotes. (v) The Government intends to issue a firm fixed price supply contract for the following: Provide and install two (2) flat bed mounted Fire Units (Standard Model 52 pump package OR EQUIVALENT) on two (2) Ford F-550 crew cab trucks in accordance with the included specifications (see the specifications the end of this document). The delivery date is no later than December 31, 2010. There is one CLIN: CLIN 0001, Provide and install two (2) flat bed mounted Fire Units (equal to a Model 52) on two (2) Ford F-550 crew cab trucks in accordance with the included specifications. FOB Destination. (vi) The provision at 52.212-1, Instructions to Offerors-Commercial Items, and 52.212-2, Evaluation-Commercial Items apply: The Government will award a firm fixed price supply contract from this solicitation to the responsible Offeror whose quote represents the best value to the Government, and whose quote meets the requirements of the solicitation. The following criteria apply: Offerors shall be evaluated and awarded based on an integrated assessment of the following: A. Must meet or exceed the acceptability standards for non-price factors (meets or exceeds specifications); B. Acceptance of delivery time; C. Price (offered prices shall be reviewed for fairness and reasonableness); and D. The distance from vehicles home station to the site of installation will be evaluated to determine if the cost of delivering the vehicle to the site is reasonable in terms of time and cost. Non-price evaluation factors, acceptability, distance to installation site and delivery time, when combined, are approximately equal to cost or price. (vi). The following FAR clauses apply to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; 52.222-3, Convict Labor; 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52.222-21, Prohibition of Segregated Facilities; 52.222-50, Combating Trafficking in Persons; 52.226-26, Equal Opportunity; 52.222-36, Affirmative Action for Workers with Disabilities; 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration; and, 52.203-3, Gratuities. The full text of any clause may be accessed electronically at http://farsite.hill.af.mil/. (vii) Quotes must be received by 2:00PM MDT, Thursday, September 16, 2010. The Government will not reimburse any interested parties for any monies spent to provide a response to the combined solicitation/synopsis. (ix) Submit questions or requests for other information: Scott Rogers, Contract SpecialistPhone: 303-236-4335FAX: 303-236-4791E-mail: scott_rogers@fws.gov SPECIFICATIONS Standard Model 52 pump package OR EQUIVALENT. 400 gallon model 52 to include: 400 gallon Poly tank with 8 gallon foam reserve, control panel, BB-4 pump 24 horse power minimum, Electric Hannay hose reel, Electric Primer, Piping, stainless steel gas tank 5 gallon minimum, hose rack, 2 steel boxes with compartments that have Perma-tech coating inside and shelves, Deck, foot valve, quick change hose fittings, brass shut-off valves, painted to our specification (white). 9 foot 6 inch Flatbed with (3) Aluminum drafting hose containers with Blaylocks integrated into the bed. 14"x14"x24" tool box mount underneath the flatbed in front of rear tires just behind the cab. Foam system Blizzard wizard. Hard line hose 150 foot on the reel. Emergency lights (code 3), PA system (code 3), Reflective tape 3MM (red). The above package needs to be fire ready and mounted on the vehicle, when ready for pickup. Item will be installed at the vendors' facility. The vehicles will be transported to the vendors' facility by the Government. The vehicles will be available for installation approximately November 15, 2010.
