Description
Spreadsheet of requested tools and quantities This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA4877-10-Q-0683 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43, Defense Circular Number 20100820, Air Force Acquisition Circular 2010-0402. This procurement is being solicited as an unrestricted requirement. Purchase the following: 0001- 4 (each) Individual Tool Kits- Must include all tools in specified quantities (See attached). Must also meet all requirements listed in the salient characteristics. Tool Kit Salient Characteristics Listed below are the requirements and characteristics that must be met for all tool kits for the 355th LRS. Warranty Support Requirements 1. Vendor must provide warranty verification / repair / replacement. 2. Vendor must be able to verify warranty replacement and either replace or repair the tool, or be able to rapidly send a replacement or the original repaired tool back. 3. All warranty replacement tools must be laser etched with the WWID on the broken tool. Tool Identification / Etching 1. Each individual tool and tool cases for small tools, requires laser etching of the World Wide Identification (WWID) which will be supplied by the customer. 2. This marking needs to be clear and readable, not affect function of the tool, and not cause corrosion problems. 3. Etching must be legible and permanent. 4. Etching not required on items listed as "customer furnished". 5. Safety glasses and goggles will not be etched in the "viewing area". 6. Drill bits, feeler gauge blades, apex bits, and Allen wrenches do not need to be etched. The case that holds these items does needs to be etched with the WWID and etched with how many items are contained within the case. Tool Specifications / Characteristics: Wrenches, sockets and ratchets will have tough, durable, nickel-chrome plating to help protect against corrosion and provide for easy cleaning. No industrial finishes except for Allen wrench sets and safety wire pliers. Hand use sockets and wrench box ends will have smallest outside diameter possible to provide clearance in limited access situations. Ratchets constructed to seal in permanent lubrication and seal out dust, dirt, moisture and other contaminants. All pliers and side cutters must have cushion grips to prevent hand slippage. Screwdriver tips must have vapor blasted tips to prevent slippage fasteners. Handles must also have a comfortable grip (no fluted handles) with a rounded crown. Handles must be of a highly visible color for quick location of tool. All wrenches, nut drivers and sockets, must have flank-drive or similar. This feature applies pressure to the sides of hex nuts and bolt heads to prevent rounding of corners of the hardware. Allen Wrench Sets, metric and standard, need to have a compact durable index with individual holes for each wrench. The holes must have a retention mechanism built into the case to prevent wrenches from falling out. The case must have the sizes of the wrenches printed over the corresponding hole on case. Adjustable wrenches must have a highly visible cushion grip for easy location, and prevent hand slippage. Hammers must not have fiberglass handles, they get damaged too easy. No wood handles on hammers or mallets if possible. T-Handled hex wrenches must have something other than a formed wire handle. Torque Wrenches need to meet the torque rating listed. In-line (screwdriver type) torque wrenches must be able to accept standard 1/4" hex apex bits. All torque wrenches must be approved by customer. All torque wrenches must be on the AFMETCAL listing of test equipment that the base PMEL can calibrate. Toolbox Foam Specifications / Characteristics Base layer backer material Hard Back Physical Characteristics Thickness: 1/8" Color: Yellow Density: Minimum 60 lbs. Chemical Resistance Characteristics: The foam must be resistant to all common solvents, oils, hydraulic fluids, and Skydrol. BACKER MACHINING CAPABILITY: Backer material can be router cut; water jet cut, or die cut and maintain the physical properties required to adequately meet varying retention requirements of different customers. Backer material must provide the capability to incorporate identification numbers in the silhouette pockets as required. Top Layer Foam Physical Characteristics Thickness: No less than ½" Color: Blue Density: 4 lb. Foam Joining The base and top layers must be securely adhered together, with no adhesive residue in tool cut-outs. Adhesive method must resist common chemicals found in the flight line environment. Tool Layouts and Toolbox Drawer Configuration All tools, with the exception of sockets, must be laid on their sides for ease of inventory. Toolbox layouts must be approved by the customer prior to production, the customer must have the ability to arrange tools to maximize maintainer productivity. Toolbox Requirements / Specifications All tool boxes must have the same drawer size and number of drawers to maintain continuity with other toolboxes as well as continuity with the inventories already loaded in the TAS program. Cubic Inches - 25,864 to 25,964 Square Inches - 6,346 to 6,532 Load Capacity, lbs. - 4,800 plus No. of Drawers 11 Width, inches - 54 3/8 to 55" Depth, inches - 29 1/8 to 30" Height, inches - 40 13/16 to 41 ½" All toolboxes must be of the same manufacturer and model. The toolbox must be marked on the exterior with the WWID. Toolbox physical characteristics will be determined / approved by the customer for each tool kit. Some of the basic features required are listed below: 1. All toolboxes must be uniform in color and be delivered complete including tools located in foam cutouts and placed in drawers. 2. The toolbox must be of sufficient size to accommodate all tools within the box. 3. The toolbox must be able to be lifted by two individuals by the handles attached to the box. Casters at least 6"-8" in diameter and a tread width of at least 2" capable of supporting the weight of finished toolbox. Two of the casters must swivel and have integrated locks to prevent fully loaded toolbox movement the other 2 must be fixed. Some of the basic features required are listed below: 1. All drawers must have heavy duty drawer slides with full extension and drawer slides without numerous ball bearings are desired. 2. All toolbox drawer handles must be recessed to the surface of the cabinet housing to prevent damage to drawer handles. 3. Each individual drawer must have a latch mechanism that has to be actuated to open the drawer. Shipping will be FOB Destination to F1P33D - 355 LRS DMAFB Tucson, AZ.The proposed delivery date will be 30 days ARO.
