Description
DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1. Contracting Organization: Department of Veterans Affairs, VISN 08, 0672 Medical Center 2. Description of Action: This is a request for other than full and open competition for the procurement of Generator #4 Back-Up for Hurricane Preparedness Season (Contingency Plan) 3. Description of Supplies or Services: Perform a complete installation in compliance with VA Requirements and NFPA standards. This work shall include the following items: 1.Test and verify 1600 amps Main Breaker at Cutler Hammer Switch Board. 2.Test and verify each Russelectric Automatic Transfer Switches Relays. 3.Disconnect feeders from Emergency Generator. 4.Furnish and install 1500 KW, 4160 Emergency Generator for two (2) weeks on low bed trailer. (Rental Basis) 5.Furnish and install 5 KV, 300 Amps Air Fuse Disconnect Switch to Generator #4 Circuit Breaker. 6.Furnish and install necessary diesel fuel supply lines to day tank located at Generator #4. 7.Provide technical assistance as required under emergency conditions. 8.Remove all temporary electrical and diesel lines connections. 9.Remove Emergency Generator #4 Back-Up. 4. Statutory Authority: FAR 6.302-2 ( ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; ( X) (2) Unusual and Compelling Urgency; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability, ( ) (4) International Agreement ) (5) Authorized or Required by Statute; ( ) (6) National security or ( ) (7) Public Interest 5. Validity of Use of Statutory Authority: The emergency generators provide emergency power during natural disaster and external power a lure. EISEC has been performing maintenance and repair works for our primary/secondary electrical system and emergency power system by many years. For that reason EISEC has a good knowledge of our complicated and extensive electrical system. It is more advantageous to the Government that EISEC conducts also this task for the following reasons: a).EISEC knows in its totality the operation of the primary and secondary electrical system that could result in time and cost savings for the Government. b)EISEC has all electrical equipment needed to perform the installation of Generator #4 Back-Up accurately. Therefore, it is also familiar with all the permits and certifications required. c)EISEC already poses the knowledge and site utility conditions involved that will reduce considerably the pre-design efforts and associated time, which result in time savings. 6.Actions to Promote Competition: n/a 7.Determination of Fair and Reasonable Price: The anticipated price to the Government is $ 45,850.00 8.Market Survey (FAR 10): None. This task requires to be performed in order to provide fidl emergency power back-up and assure continuity ref patient care. This action will prevent power disruption that jeopardizing the VACHS mission and will enable it to deliver safe care, treatment, and services to patients. These activities include performing the required inspections and conduct proper maintenance and repairs to insure compliance with the Joint Commission Hospital Requirements 2009. Environment of Care EC 02.05.07. 9.Other Considerations a.
