- Specifications of ADCP This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation IBM10Q0019 is being issued in a Request for Quote format. This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-40. IBM10Q0019 is a total set-aside acquisition for small businesses. The associated North American Industry Classification System (NAICS) code is 334511 for Search, Detection, Navigation, Guidance, Aeronautical and Nautical System and Instrument Manufacturing, with a corresponding small business standard of 750 employees. Only offers from small businesses will be considered for this solicitation. The U. S. Section of the International Boundary and Water Commission (USIBWC) is seeking price quotes for four (4) Acoustic Doppler Current Profilers (ADCP) as specified in attachment. The delivery address for each ADCP is Del Rio, TX 78840; Falcon Heights, TX 78545; Presidio, TX 79845 and Yuma, AZ 85364. THIS REQUIREMENT IS SUBJECT TO AVAILABILITY OF FUNDS. The provision at 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition (FAR provisions and clauses are available for review at http://www.arnet.gov/far ). Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Offerors shall complete and return a copy of provision of 52.212-3 Offeror Representations and Certifications-Commercial Items or update and complete ORCA online. The clause at 52.212-4 Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause at 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. The following additional clauses cited in 52.212-5 are applicable to this acquisition: 52.203-6, 52.219-6, 52.219-8, 52.219-14, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.222-37, 52.223-9, 52.225-3, 52.225-13, 52.232-33. Additional clause that pertains to this acquisition is 52.232-18 Availability of Funds. Contractors are required to register or update their registration on the Central Contractor Registration website at www.ccr.gov. This registration is required to receive contract award and will facilitate payment. Offers are due for this combined synopsis/solicitation by 6:00 PM, Mountain time, on September 22, 2010.
