Description
The purpose of this Sources Sought/Market Survey is to identify production sources for a BASE PLUG ASSEMBLY - Drawing number 7497338 Subcomponents required to produce BASE PLUG ASSEMBLY INSERT, BASE PLUG Drawing number 7497340 PLUG, BASE Drawing number 7497339 Subcomponent required to produce PLUG, BASE PLUG, BASE DETAILS Drawing number 7343709 Notice: The Technical Data Package (TDP) associated with the Base Plug Assembly is classified as Distribution D limited distribution. Distribution Statement D means that the TDP cannot be distributed on the Internet. This TDP contains technical data whose import is restricted by the arms export control act, (Title 22, U.S.C., SEC 27 51 ET SEQ.) or the Export Administration Act of 1979, as amended titled, 50 U.S.C. APP 2240, ET SEQ. Violations of these export laws are subject to severe criminal penalties. Disseminate IAW provision of DOD Directive 52 30.25. Offerors must be registered with the U.S. / Canada Joint Certification Office to obtain a copy of the Technical Data Package (at this time only the top drawings are available) (see www.dlis.dla.mil/jcp/ for instructions and information). After receipt of required certification, you must request a copy of the top drawings via email to Kelly.k.clifton@us.army.mil; request must include Cage Code, Company Name, Address, Phone, Email address and point of contact. The TDP will then be mailed to those certified offerors. Please allow two weeks for delivery. If expedited receipt of drawings is desired your company Federal Express number can be provided with request. In the past Base Plug (drawing number 7343709) was supplied as raw material for modification to produce Base Plug (drawing number 7497339) but for this acquisition the contractor must manufacture the desired part from scratch. The US Government is updating the TDP to reflect this change in the manufacturing process. Current provided drawings denote level of manufacturing complexity (skills/equipment) to support Market Survey responses only. The Base Plug Assembly is a two piece assembly. Part one is Base Plug (drawing number 7497339) and is historically lathe turned and milled and/or ground out of steel bar or forgings in accordance with ASTM A322 grade 4140. This part is approximately 2 inches long with a maximum diameter of approximately 4.20 inches. There is a tapered portion in the middle approximately 1.325 inches long that is externally knurled. On one end there is a protrusion approximately 0.675 long that is externally threaded 3.600-12ACME. The other end has a protrusion approximately 0.730 inches long that is threaded 3.750-20 UNS-3A for a short portion and the protrusion is also chamfered and undercut. This end is then bored internally with an approximate diameter of 2.6000 inches to a depth of approximately 1.750 inches with a radius of approximately 0.25 inches at the bottom. The Base Plug (drawing number 7343709) is then to have a Zinc Phosphate surface treatment in accordance with TT-C-490 Method VI Type 1 Dip Application. Part is to be marked in accordance with the drawing. Part two is the Base Plug Insert (Drawing number 7497340) and is historically lathe turned out of Aluminum and Aluminum Alloy in accordance with ASTM B209 or B211 alloy 7075 temper T-651. The part is approximately 1.750 inches long and approximately 2.6020 inches in diameter. One end has a radius of approximately 0.30 inches and the other end has a chamfer of approximately 45 degrees x 0.03 inches. The part is to be chromate coated in accordance with ASTM B449 Class 2 and marked in accordance with the drawing. The final assembly is accomplished by pressing the Base Plug Insert (Drawing number 7497340) into the Base Plug (drawing number 7497339) with the desired depth to be flush or up to 0.006 inches below flush. The completely finished part is then placed into the specified packaging. All Base Plugs must maintain 100% traceability to original Mill Heat lot of raw material and Heat Treatment process lot from manufacture of the actual parts. Contractors must be able to support chemistry and metallurgical testing during FAT (First Article Test). Due to the intended use, these components are subjected to strict quality assurance requirements including 100% hardness testing, Tensile testing of the two softest and two hardest samples in each lot and 100% Non Destructive Testing done by either Ultrasonic or Magnetic Particle. See the attached Required Tension Testing document and associated drawings. All companies interested in this notice must be registered in the Central Contractor Registration Database. The governments interest would be between 1000- 4500 Base Plug Assemblies. Interested companies should provide minimum production requirements, and any production limitations. They should also note any significant lead times with equipment or materials associated with production of these Base Plug Assemblies Interested companies should respond by providing the government the following information: a brief summary of the companys capabilities as it relates to the above criteria (A description of the facilities, list of machines, personnel skills, quality system [state if it is registered by a third party] and processes/procedures) and availability. Also state if you can do the hardness test and non-destructive testing in house or will you subcontract this capability out. If a respondent does not have adequate resources (facilities, technical, manufacturing, personnel, ect.) available, then they must be able to demonstrate their ability to obtain those resources in a timely fashion. Respondents should provide examples of past manufacturing experience on similar type of items. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, they must identify which items they plan on subcontracting. Respondents are requested to produce a rough order of magnitude price for each complete assembly. This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the government. The government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. Participation in this effort is strictly voluntary. The government will utilize the information provided only to develop the acquisition strategy for future requirements. All submissions are requested to be made electronically to Kelly.k.clifton@us.army.mil and shall be submitted no later than 14 October 2010. All information submitted will be held in a confidential status.
