- Technical Questionnaire THIS IS A SOURCES SOUGHT NOTICE. This sources sought shall not be construed as a formal solicitation, Invitation for Bids, Request for Proposals, Request for Quotes or an obligation on the part of the Government to acquire any products or services. At this time there are no funds allocated or set aside for the future of this requirement. Any information provided to the Government is strictly voluntary and at no cost to the Government. The 309th Aircraft Maintenance Wing, 517th Software Maintenance Squadron, Software Technology Support Center (STSC) at Hill AFB, Utah is interested in receiving capability statements from qualified prospective suppliers and internal entities capable of providing Personnel Recovery Command and Control (PRC2) Sustainment Support in accordance with the instructions set forth in this Sources Sought. The Government is requesting information on the tasks listed below as part of its market research in the interest of obtaining capability statements for a competitive acquisition from qualified contractors. The North American Industrial Classification System (NAICS) code is 541519. The small business size standard is $25M (annual gross revenue for the last three fiscal years not to exceed $25M). Based on the size standard established for the Data Management Organization (DMO) please provide whether or not your company is small or large. All vendors are encouraged to respond. If your company is a small business concern, please indicate what type of small business. Types of "small business concerns" include small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone, small disadvantaged business, and women-owned small business. If business size is transitioning to other than "Small Business" in the next 90 days, please indicate such. In rendering the foregoing services, outputs may take the form of information, advice, opinions, alternatives, analyses, evaluations, recommendations, training and/or services to complement the Government's technical expertise in accomplishing its mission. The nature of this work will at times require the contractor be capable of quick response to stringent deadlines. The purpose of this Sources Sought is to receive feedback from industry in regard to the following, and is in support of market research. Information is being gathered to determine if more than one supplier has the capability to fully meet the Government's stated requirements. Requirement The required support will fall into the category of Software Sustainment of Information Technology/Global Information Grid type systems with the following subcategories: Database Engineer, Database Administrator, Network Engineer, Network Administrator, System Administrator, Trainer, Software and System Test Engineer, Network Security Administrator, Remote Site Manager, and Operational System Help Desk Support. Personnel will be located at Hill AFB, UT and locations in Michigan and Arizona. Database Administrator and Engineer Design, develop, test, implement, and maintain military database solutions for a wide range of difficult problems. Requires database development experience with web based systems using MS SQL 2005 Enterprise Edition. Security+ certification, familiarity with Windows 2003 Server and experience with C# programming language and.NET are essential. Familiarity with ASP.NET and IIS 6.0 is desired. Experience: 3+ years for administrator, 5+ years for engineer. Multiple locations. Network Administrator and Engineer Install, secure (intrusion prevention/detection), and maintain network hardware and software systems to support servers and web based applications. Requires experience performing troubleshooting and management tasks. Support developers and remote locations in configuration, monitoring, and security updates and troubleshooting. Support technical writers and configuration management specialists in maintaining system documentation, inventory and configuration control. Security+ certification, experience with: Cisco 3750 Switch, Cisco 3825 Router, Cisco 5520 ASA, Barracuda Spam and Virus Firewall Model 300, Cisco MARS 110, Cisco Sidewinder 410E required. Experience: 3+ years for administrator, 5+ years for engineer. Multiple locations. System Administrator Install and maintain military web application systems hosted on MS Windows server. Requires experience performing hardware and software installation, troubleshooting, and management tasks. Support developers and remote locations in operating system, security patch, and application software updates and troubleshooting. Support technical writers and configuration management specialists in maintaining system documentation, inventory and configuration control. Security+ certification, experience with: Dell R710, Windows Server 2003, Symantec Backup Exec 12 and System Center, Internet Information Server 6.0, and SQL Server 2005. Experience: 3-5 years. Multiple locations. Technical Writer Perform a broad level of assignments in support of program technical documentation functions. Develop and maintain software and hardware technical documentation including, but not limited to, system installation procedures, software users manual, and training materials. Support developers, network and systems administrators, information assurance specialist, and configuration manager to develop and maintain applicable documentation. Experience: 5+ years. Located at Hill AFB, UT. Trainer Perform a broad level of assignments in support of program user training. Demonstrate extensive knowledge of Personnel Recovery mission support, Isolated Personnel Report/Evacuation Plan of Action (ISOPREP/EPA), and Joint SARSAT (Search and Rescue Satellite-Aided Tracking) Electronic Tracking Systems (JSETS) in order to train users, unit managers, and operational support personnel. Experience developing and maintaining computer based training programs and conducting classroom and individual training events. Support test events from a user perspective to provide feedback to development team on interfaces, business processes, and documentation. Experience: 5+ years. Remote or local position. Software and System Test Engineer Perform a broad level of tasks to test, verify, and validate web-based application functionality, stability, and performance. Develops and maintains formal test plans, procedures, processes, and reports in support of test activities. Support software development, help desk, documentation, and configuration management activities. Experience: 5+ years. Remote or local position. Network Security Administrator Install, secure (intrusion prevention/detection), and maintain network hardware and software systems to support servers and web based applications. Requires experience performing troubleshooting and management tasks. Support developers and remote locations in configuration, monitoring, and security updates and troubleshooting. Support technical writers and configuration management specialists in maintaining system documentation, inventory and configuration control. Security+, CCNA, and CISSP Certifications. FootPrints experience desired. Experience: 3-5 years. Multiple locations. Operational System Help Desk Support Perform increasingly complex user support tasks in response to system help desk inquiries and requests in support of Personnel Recovery Mission Support (PRMS) software. Requires: functional and operational knowledge of PRMS, A+ certification, and Numara Footprints training or experience. Must be able to support shift work to handle 24/7 operations, ability to respond to audible and visual alert notifications, use telephone headsets (one ear) for communications, ability to follow instructions for data movement, and ability to follow classification marking, labeling, and storage procedures. Located only at Michigan site. Remote Site Manager Lead a team of operational support, help desk, and systems support personnel. Requires functional and operational knowledge of PRMS. Experience managing call center, help desk, environment. Familiarity with system, network, and software development processes and practices. Manage shift operations, coordinate and work closely with software and hardware sustainment team. Provide reporting metrics to sustainment team using Footprints and other support software tools. Located only at Michigan site.
