- Sources Sought Notice No.: NHLBI-PB-(DE)-2010-333-CRS Title: Professional Services This Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Heart, Lung, and Blood Institute (NHLBI). The purpose of this Sources Sought is to identify qualified small business concerns [including Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB] that are interested in and capable of performing the work described herein. The NHLBI does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. As a result of this Sources Sought notice, the NHLBI may issue a Request for Proposal (RFP). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NHLBI shall arise as a result of a response to this Sources Sought notice or the NHLBI’s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The NHLBI is seeking capability statements from all eligible small business concerns [particularly Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB)] under the North American Industry Classification System (NAICS) code 541990 with a size standard of $7.0M per annum. Based on the responses received from this SOURCES SOUGHT announcement, the proposed acquisition may be solicited as a Total Small Business Set-Aside. All eligible small business concerns responding to this Sources Sought Announcement must have the capabilities to provide on-going comprehensive support, for services of an expert who can perform the following services: The National Institute of Dental and Craniofacial Research (NIDCR), The Molecular Physiology and Therapeutics Branch (MPTB), Division of Intramural Research (DIR) has a need for the services of an expert who can perform microarray technology as well as novel technology to follow changes in gene expression. This expertise is necessary in order to expand upon NIDCR’s current studies in patients suffering from Sjögren’s Syndrome. Primary Sjögren’s Syndrome (SS) is a systemic autoimmune disorder characterized by exocrine gland dysfunction primarily involving the salivary and lacrimal gland. The histological hallmark of Sjögren’s Syndrome is a periductal inflammatory infiltrate. The conventional explanation of salivary gland dysfunction assumes a casual relationship between this chronic inflammatory process and decreased saliva production. However, most patients have preserved salivary gland tissue and in overall the correlation between the focus score on SG biopsy (a measure of inflammation) and saliva production is limited. Major tasks required of the Contractor include the following: NIDCR plans to identify salivary gland abnormalities that may predispose to Salivary Gland dysfunction in Sjögren’s Syndrome patients. To explore if the striking female predominance of SS can be explained by intrinsic differences in salivary glands, the gene expression profiles of health men and women will be compared as well as mouse models of the disease. This approach may identify abnormalities that are either intrinsic to the salivary gland (male to female and to normal SS comparison) or are important in the chronic inflammatory process (normal looking ells vs. cells from infiltrate). These studies are covered under protocols 84-D-0056, 94-D-0018 and 99-D-0070. The specific tasks to be performed are to prepare and analyze samples from Sjogren’s patients using micro array technology. This work will be performed in Molecular Physiology and Therapeutics Branch lab space on the NIH Campus in Building 10, beginning October 1, 2010 through September 30, 2011 (with no Option to renew). This is necessary in order to expand upon current studies in patients suffering from Sjogren’s Syndrome. The contractor shall: research data, including results obtained through the micro analysis process, as well as other relevant patient data, will be collected and maintained on a daily basis in the lab on-site in Building 10. The completed final summary must be submitted within thirty days after one year period ends. The work will be reviewed weekly for appropriate progress and accuracy of the data. Interested parties are expected to review this notice to familiarize yourself with the requirements of this project; failure to do so will be at your firm’s own risk. Interested qualified small business organizations should submit a tailored capability statement for this requirement, not to exceed 20 single-sided pages (including all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above and in the draft SOW. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern’s name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. All capability Statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Caitlin Savina, Contract Specialist and Deborah Coulter, Contracting Officer, at savinacr@nhlbi.nih.gov in either MS Word or Adobe Portable Document Format (PDF), by September 20, 2010, 9:00AM, EST. All responses must be received by the specified due date and time in order to be considered.
