- Statement of Work for DMDC requirement. NOTIFICATION OF URGENT AND COMPELLING AWARD Defense Human Resources Activity (DHRA) intends to award contracts on an Urgent and Compelling basis to purchase Strong Mail Software from the following contractor: Strong Mail, (1300 Island Dr., Suite 200, Redwood City, CA, 94065) This contract will be awarded in accordance with FAR Part 6.302-2, urgent and compelling urgency. DHRA requires on-premise (residing within DOD firewall) integrated email delivery and email campaign management platform capable of sending high volumes of email in compliance with DOD regulations requiring S/MIME digital signature, security encryption, and program requirements for multiple simultaneous email campaigns in which each email is individualized to the content. These services will support the Bill for the Military and Overseas Voter Empowerment (MOVE) Act and the Policy for the Uniformed and Overseas Citizens Absentee Voting Act of 1986 (UOCAVA), and the subsequent GAO Final Report, GAO-10-476 "Elections: DoD Can Strengthen Evaluation of Its Absentee Voting Assistance Program," outlined in the Statement of Work (SOW). This notice is not a request for competitive proposals. However, any party that believes it is capable of meeting the requirements stated in the attached SOW may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirements. Capability statements must be received by the response date and time of this notice (see below). Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government not to compete the proposed contracts based upon responses to this notice is solely within the discretion of the Government. These procurements are being conducted under negotiated procedures in accordance with FAR Part 12 and 15. Please see the attached SOW for a description of the requirements.
