- RFQ N00104-10-Q-QU28 This acquisition is being issued in accordance with FAR Subpart 13.1. This is a combined synopsis/ solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Naval Inventory Control Point (NAVICP), Mechanicsburg, PA has a requirement to acquire HP Servers in support of the Optimized NALCOMIS (OOMA) System. The requirement and ship to locations are identified in Attachment A to this notice. Delivery is required FOB Destination. Solicitation N00104-10-Q-QU28 is issued as a Request for Quotation (RFQ). This acquisition is being set aside for small businesses for the brand name servers. The North American Industry Classification Systems (NAICS) code for this requirement is 541519 with a size standard of $25M. A firm fixed price purchase order will be issued. The Government will award a contract resulting from this solicitation to the responsible contractor whose quote conforming to the solicitation provides the most advantageous price to the Government. This solicitation document and incorporated provisions and clauses are those that are in effect through Federal Acquisition Circulars 2005-43 effective 02 Aug 2010 & Class Deviation 2005-O0009. A completed copy of FAR 52.212-3, Alt 1 Offeror Representations and Certifications - Commercial Items and 252.212-7000, Offeror Representations and Certifications Commercial Items shall be provided with the quotation. The following FAR and DFARS provisions and clauses as well as addenda apply to this acquisition and are incorporated by reference: - FAR 52.212-1, Instructions to Offerors - Commercial Items - FAR 52.212-4, Contract Terms and Conditions- Commercial Items - FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items. The NAVAIR NALCOMIS IPT is tasked with Functionally Certifying the SPAWAR NALCOMIS Programs for the NALCOMIS Functional Manager. Functional Certification ensures that the NALCOMIS software application meets the Functional Managers requirements as defined in the System Segment Specifications and coded in accordance with the Program Office System Requirement Specifications by the cognizant design activity. To ensure product is thoroughly and accurately tested, the delivered fleet NALCOMIS environment is emulated at the LITMIS laboratory located onboard NAS Patuxent River, MD. This fleet look alike environment provides the Functional Manager to complete an end to end testing of the system through fleet created scenarios without actually impacting fleet activities. The NALCOMIS software is designed, coded, and deployed on a specific hardware type. This hardware has been delivered and in use at fleet activities. This acquisition requirement is to upgrade the LITMIS Lab RDT&E environment to match current fleet installed hardware configurations that have transpired since the previous Functional Managers testing in 2005. If the hardware solution is other than that provided on Attachment A, this would invalidate the Functional Managers Certification test. Part of the certification test is validating the CDA developed software load that is coded to specific fleet representative hardware.
