- Notice of Intent to Sole Source The Office of Personnel Management (OPM) has a requirement for a contractor to provide Nessus/Tenable Training and Testing Services in the areas of Software Vulnerability Scanning, Compliance Auditing And enterprise Security & Compliance Monitoring for up to 6 participants per class. OPM intends to issue a non-competitive award that will result in a purchase order to Tenable Network Security located at 7063 Columbia Gateway Dr. Ste 100 Columbia, MD 21046-3429. Tenable Network Security can meet the agency's current requirement for training, as these IT-security products are already in use at OPM and play a prominent role in the Chief Information Officer's (CIO) IT Security posture. In addition, there have been significant costs to acquire, implement and support the existing toolset. Changing to another security scanning/monitoring toolset would require new training for CIO personnel in order to reacquire the level of expertise necessary to leverage and support this capability, at significant cost to the taxpayer. This requirement is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items. The authority for this award is FAR 13.106(b), soliciting from a single source; purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The North American Industry Classification System (NAICS) code for this acquisition is 511210 and the small business size standard is $25 million. All parties interested in this procurement must submit a detailed capability statement within 3 calendar days from the date of this notice to Siobhan.Lake@opm.gov. Submissions after that date will not be considered. No solicitation will be issued, therefore, any requests for the solicitation will not be considered. Interested parties wishing to submit their questions, interest, and capabilities must do so in writing via email. Oral and facsimile requests for information will not be considered. Verification of receipt of electronic transmission is the sole responsibility of the contractor. A determination not to compete this action based upon responses received is at the sole discretion of the Government. All prospective offerors must have a Commercial and Governments Entity (CAGE) code and must be registered with the Central Contractor Registration (CCR) as prescribed in FAR 52.204-7 prior to execution of award. CCR can be obtained at www.ccr.gov or by calling 1-888-227-2423 is required.
