Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE NOT BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The versions of provisions and clauses incorporated herein are those in effect as of Federal Acquisition Circular (FAC) 2005-43 dated 8/02/10. The Export-Import Bank of the United States intends a sole source award for Foreign Credit Reporting services to Coface. The award will be for a base year valued at approximately $16,000.00, plus four consecutive option years. The applicable NAICS code is 511199-All Other Publishers, with a small business size standard of 500 employees. There are no set-asides identified for this procurement. The Export-Import (Ex-Im) Bank of the United States' Operations Division has a requirement to purchase Foreign Credit Reporting services from Coface. Coface is the only source that consistently provides key information such as company background/resume, suits/liens/judgements/bankruptcy (or lack thereof), and management antecedent information on businesses in the regions of Asia, Eastern Europe, Middle East, Africa and Central and South America. A Coface Foreign Credit Reporting service provides: full fresh investigations including contact with the subject company, consolidated public filing information, company background/resume, suits/liens/judgements/bankruptcy (or lack thereof), and management antecedent information on businesses in the regions of Asia, Eastern Europe, Middle East, Africa and Central and South America. Coface reports are used by almost all transaction processing divisions within the Bank. Without this information it would be difficult for the Bank to fulfill its Federal Government mission and its Congressional mandates. Based on prior market surveys and fully competed awards for this service, the Ex-Im Bank is of the opinion that Coface is the only source for supplying consistent foreign credit reporting information which is essential for the Bank receiving all the necessary information for its participants. The Operations Division would like to purchase the Coface Foreign Credit Reporting database to use in addition to another foreign credit report focused database for which Ex-Im Bank has contracted: Kreller. This source is complementary to the foreign credit reporting content in Kreller's but provides other unique coverage and analysis not available from Kreller or anywhere else. Each of the databases have certain overlapping business content but much unique content, making the purchase of both necessary to Ex-Im Bank. This solicitation incorporates the FAR clauses 52.212-1 (Instructions to Offerors-Commercial Items (Jun 2008); 52.212-3 (Offeror Representations and Certifications-Commercial Items (Aug 2009)); 52.212-4 (Contract Terms and Conditions-Commercial Items (Mar 2009)); 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Dec 2009)); 52.217-8 (Option to Extend the Services (Nov 1999)); 52.217-9 (Option to Extend the Term of the Contract (Mar 2009)); and 52.237-3 (Continuity of Services (Jan 1991)) for commercial items and services.
