- NASA/ARC Office of Chief Counsel (OCC), has a requirement for a commerciallyavailable, information and document management software application that is specializedfor legal office operations. The application shall include licenses for use byapproximately eleven [11] attorneys, one [1] paralegal, three [3] administrative supportpersonnel and two [2] interns. The application shall include the ability to addsubsequently an integrated case management capability for patent prosecution supportingup to four [4] individuals. The application shall provide an intuitive user interface toconsolidate matter, contacts, task tracking, case and document management without theneed to integrate among multiple software applications. The application also shallprovide real-time synchronization with ARCs existing Outlook-based email andcalendaring system for fifteen [15] users; the cost to add additional users to thisfeature shall be provided as an option. Once the application is installed and implemented at ARC, the application also needs tobe able to interface with an existing document management software application currentlybeing implemented at another NASA Center (Langley Research Center (LaRC)) in order toprovide the capability to back-up files off-site and maintain an effective Continuity ofOperations (COOP) plan. The vendor shall have a satisfied and reputable customer base and a knowledgeable andresponsive technical support staff. The technical staff shall be able to fully resolvequestions/issues within four hours of receipt of call. Software shall meet the following operating system and server specifications: -Software: Shall be compatible with Microsoft Windows XP Professional, Microsoft WindowsVista Professional, Microsoft Windows Server 2003 & SQL server 2005. -Hardware: Software must be able to run on the following hardware: System name: ARPERLAW IP: 128.102.29.161 OS: Windows Server 2003 SP2 Type: Dell Power Edge 1950 Memory: 4 Gigabytes CPU: Single dual core Disk: SATA 1 Terabyte Application Requirements -Contractor shall provide one [1] server license and seventeen [17] user licenses toaccomplish: Document Assembly Document Management with Full Text Search Document comparison capability -Contractor shall provide the option for ARC to purchase subsequently one [1] serverlicense and four [4] user license to accomplish: Case/Matter Management Patent prosecution support To the extent not already included in the software described in section 2.2.1,Contractor may provide the option for ARC to purchase subsequently other featuresintegrated with the required software, such as an action tracking and reporting system. Functional Requirements -The application shall provide all users the ability to utilize document managementthrough full text searches on a standalone basis without interfacing with the optionalcase management capability and vice versa. Therefore, the application shall not include adocument management function requiring case management interface to access the documentmanagement tools. The document management tools must provide robust search criteriawithout visiting the case management module. -The software application shall have, at a minimum, the following capabilities: User and Group Calendars/Schedulers Contact & Relationship Management Outlook Synchronization Document Redlining Records Management Document Imaging Customizable Reporting System Ability to easily and quickly create ad-hoc reports in-house, create ad-hoc templates(either individual or global (in-house)) Document viewer from profile -The optional case management module shall have, at a minimum, the followingcapabilities: Docket/Rules Practice Area Specific Features (e.g. intellectual property, litigation) rules Patent screens to US and PCT filings as well as Patent specific rules -Software application needs to effectively interface with existing software applicationat other NASA Center (LaRC) to support Continuity of Operations. Training Requirements -The contractor shall provide on-site training to all users on the general use ofapplications. -The contractor shall provide on-site administrative training to the System Administratorin order to possess in-house capabilities to identify and diagnose problems with thesoftware. -The contractor shall provide follow-up support for a thirty day period immediatelyfollowing software installation for punchlist and other corrective items. -If and when NASA elects to purchase the optional case management module, the contractorshall provide application specific training to four [4] users who will require access tothe patent rules/docketing systems. Installation -The contractor shall provide complete installation to include loading the software,configuring individual users/operators, and menu development. Warranty/Annual Maintenance -Contractor shall provide complete one [1] year warranty and software maintenance fromacceptance. Contractor shall provide two pricing alternatives for annual remote support:(a) an annual price for unlimited 24 x 7 remote support; and (b) an annual price for areduced level of support based on typical customer use and need (and the contractor shallstate the level of support, stated in hours/month, included at such price). -Optional Annual License Renewal -Contractor shall provide pricing for four [4] years of annual maintenance followingwarranty expiration. The proposal shall specify whether or not unlimited software updatesare included, and the amount of support provided (stated in hours/month if notunlimited). NASA/ARC intends to purchase the items from Executive Data Systems, Inc. 815 NW 57th Ave,STE 200, Miami, FL, 33126-2041. LaRC recently completed a competitive purchase of thePerfectLaw All-In-One Software application for its Office of Chief Counsel.Therefore, a compatible PerfectLaw software application is required for ARC OCC to beable to create an effective interface with LaRC OCC. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Rachel Jandron at Rachel.A.Jandron@nasa.gov later than 4:30 p.m.local time on 09/27/2010. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis. A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
