- This is a combined synopsis/solicitation for commercial items prepared on accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. The Department of Veterans Affairs Network 6 Contracting Office intends to award a firm fixed price unrestricted contract. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number VA-246-10-RQ-0694 is issued as a request for quotation (RFQ). This document and incorporated provisions and clauses are those in effect through most recent Federal Acquisition Circular and Veterans Affairs Acquisition regulation Supplement (VAAR). The North American Industry Classification System (NAICS) Code for this acquisition is 238220. Size standard is $14.0 million.The following services. Scope of Work #3 Boiler Salem VAMC Contractor shall provide all material, equipment and labor to repair Salem Veterans Affairs Medical Center's "Number 3" Cleaver Brooks Model 038 30,000 Ib/hr water tube boiler per the scope of work. "Number 3" boiler is located in Building 13, Salem VAMC, 1970 Roanoke Boulevard, Salem, Virginia 24153. Work shall begin no later than 7 days after notice to proceed is given, and shall be completed no later than 14 days after work begins. Contractor will provide a detailed post job brief, along with safety and combustion reports at the completion of the project. All work shall be performed by qualified personnel in accordance with state, federal and VA/VHA regulations regarding boiler pressure vessels. Work Required 1. Lock and tag out unit in accordance with 29CFR1910 to isolate all potential energy sources. 2. Remove and dispose existing gas can. 3. Remove oil valves, low water cutoffs and ancillary controls as necessary. 4. Remove and dispose outer casing. 5. Remove and dispose mineral wool. 6. Remove and dispose bull ring. 7. Remove and dispose throat and liner tile. 8. Remove and dispose inner casing. 9. Remove and dispose front wall refractory. 10. Fit boiler with OEM parts to replace the gas can, outer casing, bricks, bull ring, throat and liner tile, inner casing and refractory. 11. Weld new baffle between generating bank and convection area. 12. Construct front wall using interlocking OEM fire brick with an expansion joint in the center to allow for expansion and contraction. During the construction of the front wall,"pack" corners with castable refractory. 13. Install and weld inner casing. 14. Install new 2" block insulation. 15. Install and weld outer casing. 16. Supply, install and weld new OEM bull ring. 17. Supply and install new OEM throat tile. 18. Supply and install new OEM high turndown gas can. 19. Install windbox and forced draft fan. 20. Install low water cutoffs, oil valves and ancillary controls. 21. Remove lockout/tagout. 22. Start boiler and begin on/off Factory OEM warm up procedures. 23. Award will be made to the offeror representing the best value to the Government. All quotes will be evaluated in accordance with technical capability compliance with the solicitation requirements and price. The provision at 52.212-3 Offerors Representations and Certifications-Commercial Items Aug 2009 applies to this solicitation. The contractor shall return a completed copy of this provision with the quotation.
