- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Vendor shall ensure the continuous operation of the installed Nortel CS-1000 PBX, Version 4.5 switch located at Joint Task Force-North (JTF-North), Biggs Army Airfield, Fort Bliss, Texas. The vendor shall be responsible for the full provisioning, fault isolation, repair, engineering, operations, software install / upgrade and administration of the system. Furthermore, the vendor shall provide on-site training to JTF-North personnel during software installation or upgrades to the system to include, but not limited to, providing programming codes and clarification of new programming requirements. Vendor PBX Support, including but not limited to the following: The vendor shall maintain PBX hardware consisting of a five shelf system including, but not limited to, Core / Net Modules and Peripheral modules housing, CE PWR, Dual PRI Net, Clock and Conf cards. Vendor shall also maintain, repair or replace Analog, Digital and VoIP cards supporting a minimum 400 user PBX. The vendor shall ensure the operability and shall replace any faulty power supplies, software, cabling, chassis and chassis accessories as needed. The vendor shall maintain, troubleshoot and repair or replace all equipment of the Nortel Networks Call-Pilot manager supporting the CS-1000 PBX. The vendor shall provide all updates to Telephone Manager Software as necessary including supporting documentation. The vendor shall maintain, troubleshoot and repair or replace Power Over Ethernet (POE) switches. The vendor shall provide VoIP programming support and instructions / configurations and provide any system upgrade software as needed. The vendor shall perform any maintenance in support of Nortel Practices associated with software version of the PBX or any subsequent software upgrades or changes. Vendor shall provide Customer Support in the form of a 24 hour-7 day a week (including weekends and holidays) support desk that when a fault is detected, shall open a support ticket, assign a ticket number, initiate actions to correct the fault, correct the problem and provide a detailed fix action report. The vendor shall remote monitor the PBX and Call-Pilot systems for continuous service and respond and repair in kind to any outages or detected faults. Vendor shall keep and provide upon request records of all maintenance or upgrades performed on PBX or Call-Pilot hardware, software or peripherals during the performance period. Vendor shall ensure that all technicians are trained and certifed on Nortel Option 61C, Nortel CS-1000, Nortel Networks Call-Pilot Voice Mail, VoIP configuration, PBX switch cabling, analog, digital and VoIP telephone programming, software upgrades and tasks associated with Nortel Telephone Practices. Vendor shall provide upon request all certification documentation for technicians. Vendor shall issue technicians vendor ID badges to verify identification when responding to service calls. Vendor shall ensure all personnel responding to service calls have valid drivers licenses, vehicle insurance forms and associated vehicle safety inspection (Texas licensed vehicles) forms / stickers. Vendor shall ensure all personnel responding to service calls have a valid drivers license for admission into JTF-North facility. Vendor shall ensure personnel responding to service calls do not discuss any details of JTF-North facility or equipment capabilities with unauthorized personnel. Failure to comply with security measures may result in contract termination. The vendor shall respond to major outages (outages that present an immediate failure of services) within two (2) hours. The vendor shall respond to minor outages (outages that if not attended will eventually result in failure of services) within eight (8) hours. Vendor shall respond in three (3) to five (5) business days for system additions, moves or changes. Subcontracting is not authorized under this contract. All technicians must be employees of vendors company. The vendor is required to identify all manpower in performance of this contract. Suggest vendor establish specific personnel for on-site maintenance for continuity. Coverage period will be for a full calendar year scheduled to begin the day following the successful award of this requirement. RESPONSES DUE NO LATER THAN TUESDAY, SEPTEMBER 28, 2010 at 9:00 am MST.
