Description
The Mission & Installation Contracting Command (MICC), on behalf of the US Army Research Laboratory (ARL), Adelphi MD, has a requirement for the upgrade of an existing surveillance and security system with associated equipment, which is under the Exclusive Field of Use of License Agreement whereby ARL, as the representative of the United States, has custody of and the right to issue licenses of its proprietary invention, as described in the Licensed Patent Application pursuant to PL 96-517 and its implementing regulations, and PL 99-502 with the small business, VIDEONEXT NETWORK SOLUTIONS, INC. Since this solution is license based, the vendor will be providing upgrades and additional equipment. The upgrade shall provide a video surveillance capability for monitoring and recording from any camera in the system. VideoNEXT will supply its SKM software application to be installed on Apple Unix Servers, and Windows or Apple Workstations MICC intends to limit sources considered to: VIDEONEXT, 3852 Dulles South CT Suite I, Chantilly, VA 20151-1033. VIDEONEXT is determined to be the only source deemed capable of fulfilling the requirement due to the unique nature of the requirements as provided by the ARL. This notice of intent is not a request for competitive quotes. Vendors may submit a capability statement, proposal, or quotation, which shall be considered by the Agency. Any vendor that believes it can provide the stated capability within the established timeframe is invited to submit written notification to the contract specialist below no later than 28 September 2010 at 11:00AM EST. Supporting evidence must be furnished in sufficient detail to demonstrate the firms ability to provide the stated capability within the established timeframe. Information can be sent to the Contract Specialist, MICC ATTN: Stephenie Charlot, 9410 Jackson Loop, Suite 101, Fort Belvoir, VA 22060-5116. No telephone responses will be accepted. Responses received will be evaluated. However, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, MICC will proceed with the limited sources order. NAICS: 511210
