SOURCES SOUGHT NOTIFICATION VIDEO JOURNAL ON-LINE PUBLISHING The Defense Threat Reduction Agency (DTRA) Chemical/Biological Technologies Directorate & USSSTRATCOM Center for Combating WMD (DTRA/SCC-WMD) requires a mechanism whereby funded science can be published on-line employing a video presentation format to increase reproducibility and transparency. This sources sought notification should be considered an open call for offerors capable of providing a firm-fixed price per article, branded, peer reviewed, PUBMED indexed on-line journal devoted to the publication of research in a video format allowing visual demonstration of methodologies ranging from basic to advanced protocols. Offerors shall be capable of publishing up to 33 articles per year for a length of two years. Background: The DTRA mission is to safeguard America's interest from chemical, biological, radiological, nuclear and high explosive (CBRNE) weapons. DTRA has funded numerous projects in the medical, non-medical, physical science, and CB defense arenas to accomplish the DTRA mission. This DTRA mandate requires a mechanism whereby funded science can be published on-line employing visualization to increase reproducibility and transparency. In support of this mission and activities, DTRA anticipates issuing a solicitation 15-30 days after close of this RFI The scope of the type of solicitation will be determined based on the responses received from this RFI. DTRA requires a vendor to: Make all arrangements necessary for the successful operation of the Journal and have prior experience in executing and administering a peer reviewed, indexed, scientific journal using a video presentation format. This shall include, but not be limited to: Establishment and oversight of an editorial board and an editorial advisory board to include its membership with input from the Government. Oversight of support staff to include web design, administrator(s) and project analyst(s) as appropriate. Provide appropriate editorial staff to edit proposed articles prior to scripting and video taping Interact with the Government point of contact to ensure the Journal meets the needs of the Government; Provide all materials and non-personnel support required to establish, maintain and improve the Channel (The use of the word channel in this instance will infer a "tab" or "link" on an existing site). This shall include, but not be limited to: Establishment and maintenance of an on-line channel for the journal. Interact with the Government point of contact to prioritize the list of potential RD-CB funded projects to be published. Provide complete editorial, scripting, videography, video editing, indexing and publishing services. Establish and maintain a web presence that appropriately expresses intent of the Journal; The contractor shall have prior experience in executing and administering a peer reviewed, indexed, scientific journal using a video presentation format and whose function includes but not limited to: Administration and oversight of the peer review process to include its membership with input from the Government. Selection of appropriate reviewers for each submitted article and the resultant procedures necessary to ensure a fair and equitable technical review. Provide management plan describing the proposed streamlined processes that ensure timely submission, review, and publication of articles in the website detailed above. Technical details associated with the desired capabilities: Shall be able to demonstrate the ability to index with PubMed within 15 days of request. Indexing ability with PubMed normally requires publishers to have already met PubMed's stringent requirements and start up can be lengthy if PubMeds requirements are not met; Journal shall be in a video presentation format allowing visual demonstration of methodologies ranging from basic to advanced protocols; Journal shall be created on an existing web site, within a separate branded page or channel. Government Intent: T he Government retains the right to ownership of all data residing on the system developed by the contractor; The Government also retains the right to acquire source code associated with all software development efforts. Projected Government Reviews: System Requirements Review; Design Reviews (Preliminary Design Review and Critical Design Review); Test Readiness Reviews; Government Acceptance of Initial Functional Operational Capability Reporting of Efforts: Monthly Status Reports include cost, schedule, and performance information; Integrated Master Schedule; Program Management Plan; Required Information: Provide a Rough Order of Magnitude (ROM) of costs to publish up to 33 articles per year for a length of two years; Submit company information: Name, Address, Cage Code, and DUNS; Submit a suggested contract line item number (CLIN) structure for funding the efforts; Provide the North American Industry Classification System (NAICS) code that is most appropriate for this type of acquisition and state why it is most appropriate; Submit company size standard under the suggested NAICS code; Identify any risks to the performance, cost, and schedule associated with this effort. Indicate the severity of risk, likelihood of the risk(s) occurring, and how the risk would be mitigated; State the quality assurance procedures your firm currently has in place; Capabilities Statement - 5 Page Limit; PowerPoint presentation addressing the required information and any additional information the Contractor deems appropriate - 10 Page Limit; Hardcopy submissions will not be accepted. This RFI is solely for information and does not constitute a solicitation or the issuance thereof. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Any information submitted will not be returned, and no payment will be made by the Government for such information. No formal RFP's or other solicitations regarding this announcement are available at this time. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. It is the potential offeror's responsibility to monitor FedBizOpps at http://www.fbo.gov for the release of any information. DTRA is accepting questions for this RFI but will not be providing responses. The questions will be used to develop more information and receive input from industry regarding this system. The RFI is strictly a request for capability packages. If a formal RFP is issued as a result of this RFI, Q&A will be allowed at that time.
