- The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to enter into negotiations on an other than full and open competition basis in accordance with FAR 6.302 with Applied Research Associates, Inc. (ARA) to provide services including: 1) Research in the areas of detonation sciences, impact dynamics and shock physics for implementation within Second-order Hydrodynamic Automatic Mesh Refinement Code (SHAMRC); 2) Evaluation of designated detonation or impact experiments or demonstrations for verification and validation of incorporated science principles in SHAMRC source or models; 3) Modifications to SHAMRC source code; 4) Developing rheological models with SHAMRC; 5) Training on SHAMRC source, SHAMRC models and/or on potential uses of SHAMRC with structural dynamics codes. The objectives of this Research, Development, Test and Evaluation (RDT&E) acquisition are to develop hydrocode models that accurately predict the effects of ordnance detonation and detonation propagation, and to conduct research that contributes to the fields of detonation sciences, impact dynamics and shock physics. Inherent to providing Service #3 (Modifications to SHAMRC source code) is the potential requirement and authority to make official/permanent source code changes to the non-ideal explosive burn model (NIEBM) contained within SHAMRC. Subroutines and technical data of the NIEBM were developed either exclusively or partially at private expense by ARA and there are Restricted, Limited, and Government Purpose Rights asserted with those NIEBM subroutines and technical data. Therefore, ARA is the only source capable of making source code changes/updates to those NIBEM subroutines. A cost plus fixed fee indefinite delivery, indefinite quantity type contract is contemplated with a period of performance of 5 years. Total estimated level of effort is 20,365 hours. Award will be made on or about February 2011. The request for proposal will be posted at the Navy Electronic Commerce Website at http://WWW.neco.navy.mil on or before 15 November 2010. This notice is not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal which shall be considered by the agency no later than 15 days after the date of publication of this notice. The written response shall clearly show the firm ™s capability, background, experience and assets necessary to perform the required work without compromising the quality, accuracy, reliability, and delivery of the products / services to the warfighter.
