Description
The following is a statement of work for SSA, Muskogee, OK. It is the intention of Department of Homeland Security/Federal Protective Service to contract the purchase and installation of a Turnkey Intrusion Detection Alarm System, and Closed Circuit Television System for the New Social Security Administration Office, 2401 W Shawnee Muskogee, OK 74401. The system will consist of the following but not limited to: IDS: Alarm panel, keypads, expansion modules (includes eight zones, one zone per device), recessed magnetic door contacts, dual technology glass break detectors, glass break tester for agency, dual technology passive infrared motion detectors, auxiliary DC power supply(60 minutes minimum), surge protector, momentary duress push buttons & latching "pull-down" panic switches, plenum rated wire, & miscellaneous hardware. NOTE: Denver MegaCenter will only accept UL commercially listed panels from Honeywell (Ademco), Bosch (Radionics), Caddx, or DMP. CCTV: Exterior 1.3(minimum) megapixel color cameras with 5-50mm varifocal auto iris lens, environmental camera housing with mount or mini-dome cameras, exterior 1.3(minimum) megapixel color camera with 3-8mm varifocal auto iris lens, interior mini-dome 1.3(minimum) megapixel color cameras with 3-8mm varifocal auto-iris lens, 19"(minimum) high resolution color flat panel LCD monitors, monitor mounts, quad splitters, multi camera power supply, multi-channel(16 minimum) network video recorder with built-in flash memory, rack mountable video surge protector, heavy duty surge protector with 60 minutes minimum battery backup, plenum fire rated power wire and CAT-5 or higher structured cabling, enclosed vertical equipment rack with door & casters, miscellaneous hardware. Scope of Work Intrusion Detection System 1. Alarm panel will be located in data room, reference attached drawing. 2. Install recessed magnetic door contacts at each door, reference attached drawing. Wire each device on a separate zone to alarm panel. EOLR will be at the device, not in the alarm panel. 3. Install dual technology passive motion detectors at each location indicated, reference attached drawing. Wire each device on a separate zone to alarm panel. EOLR will be at the device, not in the panel. 4. Install dual technology glass break detectors at each location, reference attached drawing. Wire each device on a separate zone to alarm panel. EOLR will be at the device, not in the panel. 5. Install momentary duress push buttons at desk locations, reference attached drawing. Wire each device on a separate zone to alarm panel. EOLR will be at the device, not in the alarm panel. Program as 24 hr. non-reporting local audible alarm on Partition 2. 6. Install pull-down latching panic switches on wall locations, reference attached drawing. Wire this device to the alarm panel on its own zone, requires 4 wires, EOLR at device, not in the alarm panel. NOTE: If multiple switches are used, wire all in "series" to zone 9 on the panel. 7. Install remote stations (keypads) on wall locations, reference attached drawing. Wire to control panel per manufacturer specifications. Note: Record Addresses and Partition numbers. 8. Provide the DHS/NPPD/FPS Denver MegaCenter, (DMC) with a complete zone list with alpha descriptions, as outlined in the provided MegaCenter Alarm Requirements Document, (MAR Package). Assist the DMC with panel programming. 9. Test all zones for proper operation; send signals to DHS/NPPD/FPS Denver MegaCenter, Denver Federal Center, (1-888-511-5062), and Train agency on proper system operation procedures. Closed Circuit Television 1. Head-In Equipment (NVR 16ch minimum) with 19"(minimum) LCD monitor will be located in Data Room, reference attached drawing. CAT-5 or higher structured cable and associated wiring will be routed through the hollow wall or surfaced mounted inside the "Panduit Duct & Raceway". 2. Mount 1.3 megapixel exterior 5-50mm cameras and (2) 1.3 megapixel exterior mini-dome 3-8mm cameras at the locations indicated on the attached drawing (approved to use mini-dome cameras at all camera locations). Penetrate building above interior ceiling and below exterior roofline, use weatherproof box and "seal-tite" to achieve proper "drip-loop" to camera location. Wire each camera with tamper contacts to the Intrusion Detection System on its own zone, EOLR at the camera not in the panel. Note: for exact locations see local SSA Manager, as camera locations may need to be moved for best view. Record and provide each camera serial number to local manager & Federal Protective Service. 3. Mount 1.3 megapixel interior mini-dome 3-8mm cameras on the ceiling tile at the locations indicated on the attached drawing. Record and provide each camera serial number to local manager & Federal Protective Service. Note: for exact camera locations see local SSA Manager, as camera locations may need to be moved for best view. 4. Mount color 19"(minimum) LCD monitors on the wall at the employee entry/exit door and in Manager & Asst. Manager Office (include quad splitters) as indicated on the attached drawing. Provide camera views, per SSA Manager. 5. Install color 19"(minimum) LCD monitor on guard's desk, position for best view. Provide camera views per SSA Manager. 6. Test CCTV system for proper operation, Train agency on proper system operation procedures. Pay special attention to the NVR operational procedures. 3 Year Warranty If an IDS or panic alarm (including alarm panels) are not functioning correctly, the contractor is required to respond to correct the alarm within 24 hours of the report from SSA. This service is required 24 hours a day, Monday through Friday excluding Federal holidays. The contractor will be required to provide ordinary maintenance and repair of the intrusion detection system, system devices, and panic/duress systems due to normal wear and tear and bear the expense thereof for a period of 3 years, beginning with the date of installation. The expense of all extraordinary maintenance and repair due to alterations in the premises, alterations of the system made at the request of SSA, or made necessary by changes in the premises, damage to the premises or to the alarm system, or to any cause beyond the control of the contractor (Acts of God), shall be borne by SSA. It is mutually agreed that the work repairs to the system shall be performed between normal working hours of 8:00 A.M. to 5 P.M., Monday through Friday, except Federal holidays. If the equipment is unable to be repaired, the contractor will replace it, and the contractor will bear the cost of both the parts and the labor to repair or replace the malfunctioning equipment for a period of three years. If emergency after-hours or weekend service is needed, an additional trip charge will be billed to the customer based on the time the technician spends on the service call. Alarm panel and duress button batteries are included in this agreement. If the CCTV system is not functioning correctly, the contractor is required to respond to correct the problem within 3 business days of the report from SSA. The contractor will be required to provide ordinary maintenance and repair of the CCTV system devices due to normal wear and tear and bear the expense thereof for a period of 3 years, beginning with the date of installation. The expense of all extraordinary maintenance and repair due to alterations at the premises, alterations of the system made at the request of SSA, or made necessary by changes at the premises, damage to the premises or to the alarm system, or to any cause beyond the control of the contractor (Acts of God), shall be borne by SSA.
