Description
The United States Treasury Department Office of Technical Assistance seeks a tax administrator advisor specializing in audit of petroleum and mining firms under the Office of Technical Assistance program of providing consultation to foreign tax administrations, largely in developing countries. The person selected will be hired under a personal services contract. This advisor will work in counterpart countries to help establish the tax administration's capacity to audit tax returns filed by firms engaging in extraction of natural resources. Typical assignments may involve: •Consulting on establishment of a unit in the tax administration whose mission is audit of firms engaged in extraction of natural resources. •Design and documentation of audit processes, consistent with the law and circumstances present in the host country, relative to specialized industries. •Classroom training on audit procedures and techniques. •On-the-job follow-up to assure that the training is put into practice. Revenue advisors are assigned to one or more projects in developing countries and generally range from two to four weeks in duration and may continue over 2 to 3 years. Living and security arrangements are in accordance with U.S. Embassy standards. Qualifications: Applicants should be either petroleum or mining engineers or auditors with extensive experience in extractive industries or similar experience in tax compliance in the private sector. In addition to technical skills, we are looking for individuals, comfortable in working in diverse environments, with outstanding communication skills, capable of listening to the client and then provide effective oral and written responses. Candidates must be U.S. citizens or U.S. resident aliens. Salaries and Benefits: Salaries are negotiated in accordance with government regulations based on demonstrated salary history and market comparability of similar positions. Successful applicants will be subject to a background security investigation at the appropriate level and medical clearances. The salary range is from $123, 758 to $165,300 (or hourly equivalent). Overseas benefits are provided as allowed by federal regulations.
