Description
RECOVERY THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THE NASA DRYDENFLIGHT RESEARCH CENTER (DFRC) HAS BEEN AUTHORIZED UNDER THE AMERICAN RECOVERY ANDREINVESTMENT ACT OF 2009 TO ISSUE A TASK ORDER TO THE L-3 COMMUNICATIONS CORPORATION(L-3) UNDER CONTRACT NND08GH50B FOR GLOBAL HAWK COMMUNICATION ENGINEERING, TECHNICAL, ANDPRODUCT SUPPORT SERVICES.DFRC intends to issue Task Order NND10LC06T to procure Ku equipment, which will beinstalled on the two NASA Global Hawk aircraft by the NASA DFRC Global Hawk maintenancecrew. One Ku satellite modem assembly is required in each aircraft and one is requiredin the ground station. One bus convertor is required on each aircraft.L-3Communications has designed and built the only Ku satellite modem assemblies and busconvertors that are in use on Global Hawk aircraft and in the ground control stations.This task order is wholly funded under the American Recovery and Reinvestment Act (ARRA)of 2009 and as such is subject to all requirements imposed by the legislation. Theserequirements are mandatory and are subject to monitoring and auditing by the Governmentthroughout the contract performance period. A contract modification will be issued to addAmerican Recovery and Reinvestment ActReporting Requirements to the contract. The Global Hawk Engineering and Technical Support Contract NND08GH50B was awarded on anon-competitive basis. L-3, as the sole manufacturer and system integrator for theproprietary Global Hawk aircraft communications equipment, has unique knowledge of theGlobal Hawk aircraft and the associated airborne and ground communications systems. L-3is the proprietary owner of unique facilities, tooling, and/or drawings used in theaircrafts communication systems design and manufacture that will be required to performmodification or repair of the existing equipment. Oral communications are not acceptable in response to this notice.This announcement will not result in a request for proposal; this announcement is forinformational purposes only.
