Description
The Federal Bureau of Prisons, Federal Correctional Institution (FCI), of Danbury Connecticut, intends to award a sole source procurement action to Connecticut Light and Power (CL&P), a subsidiary of Northeast Utilities (NU), for Transportation and Distribution of electrical power. The FCI is believed to located within be the protected franchise territory of CL&P. The estimated amount is believed to be $2,400,000.00 for a ten (10) year period - subject to availability of funds (FAR Clause 52.232-18). The requirements will be awarded in accordance with the current policies and procedures as set-fort in 41 U.S.C. 253(c)(1) and FAR sub 6.302-1(b)(3). As outlined in the Connecticut General Statuses, Title 16, "Public Service Companies", public Acts 98-28, 03-135, and Bill No. 7501, all as amended, the Connecticut Department of Utility Control (DPUC) regulates and oversees the delivery of electric power through protected franchise territories hereafter referred to as Local Distribution Company(LDC). Additionally, the DPUC oversees the pricing for suppling of electrical power under "Provider of Last Resort" within these territories. Connecticut Light and Power is believed to be the only Connecticut authorized provider of electrical transportation and distribution, as well as "provider of last resort" within the protected franchise territory (LDC) of Danbury which includes the FCI and FPC Danbury. No solicitation package is available. The anticipated closing date is October 20, 2010..
