Description
This sources sought is issued solely for informational, planning purposes, and market research in accordance with FAR Part 10. This sources sought is seeking interest from all concerns capable and interested in performing refuse and recycling collection services for the Air Force Plant (AFP) 42 Common Area, located in Palmdale, CA. All responses will be used to determine the appropriate acquisitions strategy for the potential future acquisition. The anticipated period of performance is approximately 16 January 2011 through 15 January 2012 and will likely have four one-year options periods. It is anticipated that a firm fixed-price contract will be awarded. No award will be made from this sources sought notice. A solicitation is not available; therefore, do not request a copy of a solicitation. The United States Air Force Is not seeking proposals at this time and will not accept unsolicited proposals. The AFP 42 Common Area, Palmdale, CA is seeking potential sources to provide refuse and recycling collection services. This potential requirement includes but is not limited to the contractor providing all personnel, equipment, tools, materials (including all containers), vehicles, supervision, and other items and services necessary to perform integrated solid waste management Municipal Solid Waste Collection and Recycling Services at AFP 42. The contractor shall have knowledge of and perform to the standards in the contract as well as all local, state, and federal regulations. There are six collection locations, which will have an estimated total of four (4) three-cubic yard refuse containers, three (3) six-cubic yard refuse containers, two (2) two-cubic yard recycling containers or recyclable bins and quarterly Hazmat material pick-up (used petroleum products, fluorescent lights, and paint and other hazmat). The contractor will be responsible for directing sales of the recyclable commodities. The contractor shall be capable of providing services for emergencies and special events. Also, as requested, the contractor shall be capable of providing roll-off containers for collection of construction and demolition debris. The North American Industry Classification System (NAICS) code is 562111, Solid Waste Collection, and the small business size standard is $12,500,000 average annual revenue over the last three (3) years. All interested and qualified sources should notify this office by electronic mail. Be advised that the Government will not pay for any information or administrative cost incurred in response to this Sources Sought notice. All costs associated with this notice will be borne solely by the respondents. Additionally, all submissions become Government property and will not be returned. No basis for a claim against the Government shall arise as a result of a response to this Sources Sought notice.
