- STATEMENT OF WORK FOR OPERATION SUDDEN RESPONSE JOINT TASK FORCE-CIVIL SUPPORT (JTF-CS) FT Monroe, VA 15 September 2010 1. INTRODUCTION •1.1 Background JTF-CS anticipates, plans, and integrates USNORTHCOM CBRNE, consequence management operations. When directed JTF-CS commands and controls designated DOD forces to assist federal, state, local and tribal partners in saving lives, preventing further injury, and providing temporary critical support to enable community recovery. •1.2 Scope JTF-CS will conduct its primary internal exercise, Sudden Response 2011. This is JTF-CS primary internal exercise that is focused on staff development and refining Tactics, Techniques, Procedures (TPP's) additional SR11 will be used as a confirmation exercise for Task Force Medical. At the conclusion of this exercise Task Force Medical is expected to be able to plan and execute consequence management operations and command and control subordinate units in its task force in a CBRN environment. This exercise begins Phase II and ends in Phase III of JTF-CS 3500. This exercise will be conducted in the Hampton Roads Area Virginia. 2. REQUIREMENTS 2.1 Facilities The requirement is to lease 15,744 square feet between 30 November and 7 December. The government requires 15,000 square feet of contiguous space to accommodate 250 personnel in addition to two rooms. One room will be approximately 144 square feet and the other room will be approximately 600 square feet to the adjacent required 15,000 square ft. The required ceiling height for the facility shall be 14 ft in height. The government shall have 24 hr access. The required access will start 30 November 2010 (Setup), 1 -7 December (SR11 Operations), 7 December (Tear Down). The facility shall be within 20 miles of the JTF-CS staff located at Fort Monroe and 20 miles to Langley AFB. The facility shall have a loading dock. The facility must have the ability to place the satellite equipment in an area with a line of sight to the southern satellite and within 300ft of required 15,000 square feet contiguous space. The government requires 3000 square ft of uncovered concrete surface for satellite terminals. This concrete/asphalt area shall be secured. Also required is 12,000 sq ft located outside to accommodate ISU90s storage container and government vehicles. Provide adequate parking for 250+ personnel. Must have the ability to operate generators and refuel JP8 diesel on site. 2.2 Communications This requirement is for 1 x Commercial Ethernet connection with standard VPN ports open. The speed must be equivalent to 3 MBs or 2 x T1. The communications section requires 8 x independent standard 20 amp outlets inside for communications gear and 5 x independent standard 20 amp outlets outside located outside in satellite area. Additionally, the government requires one independent 30 amp outlet with a standard 20 amp female connector end. The government shall be allowed to setup grounding equipment. 2.3 Electrical Must be able to set-up wire outside the bldg and run the wire inside the building. Provide 208/240 VAC 1-phase service for use outside of the facility. Provide an electrical panel with 1 x 60 amp, 2 x 35 amp, and 1 x 25 amp breaker for the 240 VAC service. 15 x 20 amp outlets distributed throughout the main training space. 2 x 50 amp outlets at the projector wall (to support 9 projectors along the wall. Make available a qualified electrician to connect and disconnect government equipment to the electrical panel. If the power identified above is not available a step down transformer shall be made available. 2.4 Miscellaneous Services In the event that additional services are required to meet SR11 requirements, upon the direction of the Contracting Officer not to exceed $5,000.00 the services must be provided. (e.g. extra voltage, amp, etc).
