Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-11-T-7004, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-34. NAICS 333618 applies. The Small Business Competitiveness Demonstration Program is not applicable. This is a not a small business set-aside. Military Sealift Fleet Support Command (MSFSC), Norfolk, VA intends to award a Sole Source firm fixed price purchase order to ABB Inc. 1460 Livingston Ave, North Brunswick NJ 08902-1873 for the following services: 1.0 ABSTRACT 1.1 This item describes the requirement to overhaul three (3) Ship's Service Diesel Generator Engine (SSDG) Exhaust Gas Turbocharger. 2.0 REFERENCES 2.1 ZTL1206, ABB, Model VTC 254-13 Gas Turbochargers Technical Manual (Available Onboard Ship) 2.2 Caterpillar Hand Book 2003 SENR3600-02, Caterpillar Inc., Disassembly & Assembly, 3606 & 3608 Engines (Available Onboard Ship) 3.0 ITEM LOCATION/DESCRIPTION Location/Qty: Three (3) to be delivered to Contractors Facility 3.1 Manufacturer: Asea Brown-Boveri (ABB) Model: VTR 254 13 Series. 4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES: 4.1 Turbocharger oils shall be provided by ship force 5.0 NOTES 5.1 Contractor Facility 5.2 Period of Performance is Oct 11, 2010 to Dec 3, 2010 6.0 QUALITY ASSURANCE REQUIREMENTS: 6.1 Contractor shall procure services of local ABS Surveyor for accomplishment of inspections as outline in Section 7.0 7.0 STATEMENT OF WORK: 7.1 Accept turbochargers and associated components at contractor's authorized OEM repair facility. 7.2 Accomplish a Class-B overhaul to Turbocharger listed in section 3.0, in accordance with OEM procedures and recommendations, using references listed in section 2.0 as guidance. Restore Turbocharger to full OEM factory specifications. 7.2.1 Contractor shall employ the services of the authorized OEM repair facility to accomplish Class-B overhaul work to the Turbocharger. 7.2.2 (Checkpoint): Disassemble, clean, and lay-out for inspection Turbocharger parts and components. MSCREP or local ABS Surveyor shall inspect. Submit "as-found" condition report. 7.2.3 (Checkpoint): Spin balance and align rotors. MSCREP or local ABS Surveyor shall witness. Submit condition report to MSCREP. 7.2.3.1 NOTE: Checkpoints above shall be provided 48 HOURS in advance of scheduled inspection dates. 7.2.4 Additional repairs and parts renewals outside of Class-B overhaul will be the subject of a separate change order. 7.2.5 Reassemble Turbochargers upon completion of all repairs, inspections, and testing. 7.2.6 The authorized OEM repair facility shall prepare, package, crate or palletize turbocharger and components to protect each unit for commercial freight shipment and long term storage back to ship. 7.2.7 Submit "as-released" report to MSCREP detailing all repairs and testing completed to the Turbocharger. 7.3 Once crated contact MSCREP for transportation of turbochargers and their associated components from the authorized OEM repair facility back to ship. 7.4 Preparation of Drawings: None Additional. 7.5 Manufacturer's Representative and Facility: 7.5.1 CONTRACTOR shall provide the services of an ABB Turbocharger Field Technical Representative to oversee ship force during all field work required by this work item. Contractor shall provide evidence of the ABB Technical Representatives' qualifications to the MSCREP prior to the commencement of work. THE REPRESENTITIVE MUST BE PRESENT DURING ALL WORK PER THIS ITEM AND LEAVE ONLY AFTER FINAL OPERATIONAL TEST AND MSC ACCEPTANCE. Cost of ABB Field Tech Representative shall be included in the bid for this item. 7.5.2 CONTRACTOR shall provide the services of an ABB Turbocharger shop facility to perform all Turbocharger Class-B overhaul and repair requirements specified in this work item. The cost of the ABB Shop facility Turbocharger overhaul and repair requirements specified in this work item shall be included in the bid for this item. 7.5.3 Probable source for ABB Turbocharger Field Technical Representative and ABB Shop Facility: 8.0 GENERAL REQUIREMENTS: 8.1 MSCREP is Principle Port Engineer for USNS SUPPLY
